Except as hereinafter provided, no building or land shall hereafter be used or occupied unless in conformity with the use restrictions set forth in this chapter for the district in which it is located, including the provisions of Article VIII.

Except as hereinafter provided, no building or part thereof shall be erected, moved or altered unless in conformity with restrictions regarding setbacks, space and construction set forth in this chapter for the district in which it is located, including the provisions of Article VIII, except with respect to the property line bisecting the dwelling units of a townhouse which shall constitute a permissible zero property line setback.
No part of a yard or other open space required about any building for the purpose of complying with the provisions of this chapter shall be included as a part of a yard or other open space similarly required for another building.
Before any person shall engage in, cause to occur, or permit the construction, alteration, placement, relocation, removal or demolition of any building or structure, or any part of either, either internally or externally, including the installation or alteration of a solid-fuel-burning heating agent, he shall obtain a building permit, as specified in Article IX. The building permit shall be prominently displayed at the site until a certificate of occupancy or a conditional certificate of occupancy has been issued with respect to the purpose for which the building permit was issued, or until the building permit has expired, whichever occurs first. If a building permit has expired, a new permit, or extension of the existing permit, shall be required to continue work.
No person shall operate a business until and unless he or it has obtained a certificate of operation from the Town Building and Planning Department, which Certificate shall state that the proposed business, as described to the Town in writing, is in compliance with this chapter.
No land shall be changed in use and no building or structure hereafter placed, relocated, removed, erected, altered or extended shall be used or changed in use until a certificate of occupancy or certificate of compliance has been issued signifying that such use or change in use complies with the provisions of this chapter.
