The City Council shall, in the manner provided
by law, appoint members and employees of the Fire Department.
In addition to such other requirements as may
be established by law, the following procedure shall be utilized in
making appointments:
A. Notification of test. An advisory notice shall be
placed in the official newspapers of the city at least 30 days prior
to a written examination, said notice to specify that all persons
interested in the position or positions shall obtain applications
at the Fire Department, Monday through Friday, 8:00 a.m. to 4:00 p.m.
B. Application. The applicant shall file a written application
on the form prescribed by the City Council, which must be complete
and have attached thereto all supporting documents as requested.
C. Written test. All applicants must pass a written test
to be administered by the Fire Department of the City of Pleasantville
at a time, date and location designated by and in a form prescribed
by the Fire Chief.
D. Qualification.
(1) After the scoring of the written examination, a list
will be submitted of those qualified in the following classes:
(a)
Residents of the City of Pleasantville.
(b)
Residents of Atlantic County.
(c)
Other residents of the State of New Jersey.
(d)
All other qualified applicants.
(2) Those residents of the City of Pleasantville in Class
I will be hired first, according to their qualifications and test
results, before going on to other classes in order.
E. Physical agility test. Applicants who successfully
pass the written test shall be notified in writing of the time, date
and location of the agility test. Prior to participating in the agility
test, applicants must have a physician of their own choice certify,
in writing, that they are in good physical health and able to perform
the prescribed agility tests, which certification must be in writing
and presented at the time of the physical testing. Copies of the mode
of agility test shall be mailed in advance to such applicants to ensure
that each applicant is prepared for the examination.
F. Oral interview. Applicants who successfully complete
the phases of testing as set forth above will be notified to appear
for an oral interview with the Fire Hiring Committee; consisting of
the Mayor, the President of City Council, the Chairman of Public Safety
Committee or his designee, the City Administrator, the Fire Chief
and the Affirmative Action officer (a nonvoting member).

G. Background investigation. Background investigations
will be made by the Police Department of all applicants who have completed
the phases of these examinations. The application will give written
consent for the investigation.
H. Psychological evaluation. Applicants who successfully
complete the above screening shall undergo a psychological evaluation
administered by the clinical psychologist designated by the City Administrator.
The results of the evaluation shall be forwarded to the City Administrator
who shall share the same with the Fire Chief and appointing authority
as provided by law.

Testing procedures for promotions in the Fire
Department shall be in accordance with the current IAFF contract.
