Pursuant to the authority of N.J.S.A. 40A:9-140.10, there is hereby created the Office of Chief Financial Officer for the Borough of Upper Saddle River.
The Mayor shall appoint, with the advice and consent of the Council, the Chief Financial Officer who shall be a person holding a certificate issued by the Division of Local Government Services as a Municipal Finance Officer, and the term shall be in accordance with state law (N.J.S.A. 40A:9-140.8).
The Chief Financial Officer shall have, perform and exercise all of the functions, powers and duties as provided by law and Borough ordinances. Such person shall keep and maintain books and records of all financial transactions of the Borough in accordance with the standards and requirements of the Division of Local Government Services in the Department of Community Affairs of the State of New Jersey. Such person shall have custody of all public moneys of the Borough and shall make monthly reports to the Council of all receipts, expenditures, commitments and unexpended appropriations. All moneys received from any source by or on behalf of the Borough or any division, department, board, office or agency thereof, except as otherwise provided by ordinance, will be paid to the Chief Financial Officer who shall, by the next ensuring bank day after such receipt, deposit such funds in the authorized public depository of the Borough to the credit of the proper account. Such person shall also disperse funds in payment of bills.
The compensation to be paid the Chief Financial Officer shall be as the Borough Council shall from time to time provide for in the annual salary ordinance[1] and implementing resolutions.
