There shall be the following departments, independent officers, boards and commissions of the Borough of Upper Saddle River:
A. 
Departments.
(1) 
Departments shall include the following:
(a) 
Department of Finance.
(b) 
Department of Public Works and Recycling.

(c) 
Police Department.
(d) 
Public Safety Department, comprised of Fire Department, Ambulance and Rescue Squads.

(e) 
Department of Parks, Playgrounds and Recreation.
(f) 
Department of Public Buildings and Grounds.
(2) 
Each department shall have a Council chair or liaison, who shall be a member of the Council appointed by it pursuant to N.J.S.A. 40A:60-3(e).

B. 
Independent officers. Independent officers shall include the following:

(1) 
Borough Attorney.
(2) 
Borough Engineer.
(3) 
Borough Prosecutor.
(4) 
Housing Officer.
C. 
Boards, agencies and commissions. Boards, agencies and commissions shall include the following:
(1) 
Municipal Court.
(2) 
Board of Adjustment.
(3) 
Planning Board.
(4) 
Board of Assistance.
(5) 
Board of Health.
(6) 
Shade Tree Commission.
(7) 
Mayor's Safety Committee.
(8) 
Youth Guidance Council.
(9) 
Affordable Housing Board.

A. 
The Mayor and Council may appoint a department head for each department or any department in accordance with this code.
B. 
The head of the department, subject to the code and the approval or direction of the Mayor and Council, shall:
(1) 
Prescribe the internal organization of the work of his department.
(2) 
Direct and supervise the subordinate officers and employees of the department and make, alter and enforce individual work assignments.
(3) 
Preliminarily approve or disapprove of payrolls, bills and claims chargeable to the departmental appropriations.
(4) 
Maintain such records of work performance and unit costs thereof as may be approved or required by the Mayor and Council.
(5) 
Provide such information and reports on the work of the department as may from time to time be required by the Mayor and Council.
(6) 
Exercise such other or different powers of administration supervision and direction as the Mayor and Council may delegate to him.

All persons appointed to serve on any municipal board shall be required to attend all regularly and duly noticed specially scheduled meetings of the board to which they have been appointed. The absence of any appointee from three consecutive meetings or 75% of all meetings within any calendar year shall be reported by the chairman of the board or committee to the Borough Clerk. Thereupon the Mayor and Council, upon notice to such appointee, shall review his or her attendance record at a hearing to determine whether just cause existed for such absenteeism or whether such appointment shall be terminated. This requirement shall not be deemed to prohibit the chairman of any such board or committee from granting any member leave of absence, prior to his or her absence, upon a showing of just cause. The granting of any such leave of absence shall be reported to the Borough Clerk.
