There shall be the following departments, independent
officers, boards and commissions of the Borough of Upper Saddle River:
A. Departments.
(1) Departments shall include the following:
(b) Department of Public Works and Recycling.

(d) Public Safety Department, comprised of Fire Department,
Ambulance and Rescue Squads.

(e) Department of Parks, Playgrounds and Recreation.
(f) Department of Public Buildings and Grounds.
(2) Each department shall have a Council chair or liaison,
who shall be a member of the Council appointed by it pursuant to N.J.S.A.
40A:60-3(e).

B. Independent officers. Independent officers shall
include the following:

C. Boards, agencies and commissions. Boards, agencies
and commissions shall include the following:
(7) Mayor's Safety Committee.
(9) Affordable Housing Board.

All persons appointed to serve on any municipal
board shall be required to attend all regularly and duly noticed specially
scheduled meetings of the board to which they have been appointed.
The absence of any appointee from three consecutive meetings or 75%
of all meetings within any calendar year shall be reported by the
chairman of the board or committee to the Borough Clerk. Thereupon
the Mayor and Council, upon notice to such appointee, shall review
his or her attendance record at a hearing to determine whether just
cause existed for such absenteeism or whether such appointment shall
be terminated. This requirement shall not be deemed to prohibit the
chairman of any such board or committee from granting any member leave
of absence, prior to his or her absence, upon a showing of just cause.
The granting of any such leave of absence shall be reported to the
Borough Clerk.
