There is established in and for the Borough
a Youth Guidance Council consisting of a minimum of 10 members, but
no more than 12 members, to be appointed by the Mayor with the advice
and consent of the Council. The membership shall include at least
one member of the Council, one representative of the school system
and one representative of the Police Department. Their terms shall
be pursuant to N.J.S.A. 9:22-3.
The Youth Guidance Council shall:
A. Assist in coordinating and integrating community plans
and services, governmental and voluntary, affecting the welfare of
all children and youth in the community.
B. Assist in coordinating and integrating community plans
and services, governmental and voluntary, for protecting children
who are especially exposed to conditions conducive to delinquency.
C. Assist in coordinating and integrating community plans
for the control of harmful influences in the community.
D. Have and exercise all the duties and powers pursuant
to N.J.S.A. 9:22-1 et seq.
E. Conflict of interest. Any member of the Youth Guidance Council who
has a relationship as an employee, consultant or volunteer with any
agency receiving funding through activities of the Youth Guidance
Council or has a member of his or her immediate household who has
such a relationship shall agree to file a statement agreeing to recuse
and absent themselves from any discussion pertaining to such funding
and shall refrain from voting on all matters pertaining to that funding.
