[HISTORY: Adopted by the Town Board of the Town of Southampton as Ch.

Public automobile, motorcycle and bicycle races, competitions, time
trials, drag racing, tests and exhibits shall be permitted as hereinafter
prescribed, provided that such events are conducted on private property not
zoned exclusively for residential or business use and not located within 1,000
yards of any church, synagogue or other place of public worship regularly
used as such at the time that the use of the private property for the conduct
of such events commences.
A.
All regular track events at the Bridgehampton Racetrack
will be conducted in accordance with current Sports Car Club of America General
Competition Rules, including Solo Events Regulations, a copy of which shall
be available for examination in the office of the Town Clerk.
B.
All drag racing competitions and/or time trials conducted
on any track within the township shall be conducted in accordance with the
current National Hot Rod Association of California Safety Rules, a copy of
which shall be available for examination in the office of the Town Clerk.

A.
No vehicles shall be permitted to compete in any race,
contest or competition without the safety equipment specified in the aforementioned
rules and regulations.
B.
Medical/rescue, drag racing and/or time trials.

One ambulance, fully equipped for accident care and meeting
federal and state requirements as a functional emergency ambulance. Must include:

Medical equipment.
(a)
Ambulance medical kit (required for each ambulance):

Oxygen tank (a minimum of 500 pounds per square inch)
with proper administration equipment, including mask and catheters.

Self-inflating respirator with mask and adapters.
[3]
Oral airways, three.
[4]
Suction apparatus.
[5]
Plastic inflatable splints, minimum one full arm and
full leg, or FRAC-PAC.

Rare traction splint or suitable method for immobilization
of an entire lower extremity.
[7]
Cervical immobilization collars, minimum three sizes
each, small, medium and large.

Triangular bandages for slings, four.
[9]
Four-inch Kling bandages, three.
[10]
Four-inch roller gauze, two.
[11]
Four-inch elastic ACE bandages, three.
[12]
Four-by-four-inch gauze pads, two.

Oval eye pads, 12.

Sterilized burn pack (dated material).

One sheet and one blanket.

Sand bags for immobilization, minimum four.

Roll of plastic film (Saran Wrap).

Phisohex or similar antiseptic soap.

Track medical facility. An enclosed medical area which
is clean, dry, with good lighting and of such size as to accommodate treatment
of two patients simultaneously. A public telephone must be readily available
to the race chairman.
(5)
Operating rules.
(a)
Ambulance and personnel must be on duty during all races
and/or time trials.
(b)
Medical personnel and driver shall remain near their
vehicles.
(c)
The operator of the track must, before starting the racing
and/or time events, brief the ambulance personnel on their duties and completely
familiarize them with the property, including all entrances, regular and emergency
exits and the location of the nearest primary hospital and secondary hospital.
A map must be furnished to the vehicle driver.
(d)
Hospital routes. The race chairman must establish an
optimum route to a local primary and secondary hospital prior to a race event
and distribute a map of this to the vehicle driver.
(e)
Personnel identification. All medical rescue personnel
must be immediately identifiable by some other means other than the usual
pass (i.e., armband, tie or vest, jackets, etc.).
(f)
Racing activity. When the track is unattended by an ambulance
and medical personnel or the ambulance is en route to or from the hospital,
all racing or time trials must stop at once. No compromise is permissible.
C.
Fire/rescue.
(1)
One fire truck shall be placed so as to be capable of
reaching any place within one minute. (It can be a small truck with the capability
of carrying equipment.)
(2)
A backup vehicle for delivering extra dry powder equipment
in the event the primary unit expends its powder on an individual fire.
(3)
One wrecker capable of raising any vehicle used in the
events. (This may also serve as a fire truck.)
(4)
Equipment, minimum per vehicle:
(a)
Dry chemical only: 200 pounds total, of which one unit
shall be not less than 125 pounds capacity with at least 30 feet of one-and-five-tenths-inch
hose with high volume and discharge rate nozzle.
(b)
Two trained fire persons on each vehicle clothed with
regulation fire helmets complete with face shield, bunker coat and pants (preferably
of Nomex material), at least knee-height fire boots and gloves.
(c)
Accessory equipment, a minimum of two sets either on
the wrecker or fire truck:

Sharp knife.
[2]
Bolt cutters, three-foot.
[3]
Fire axe.
[4]
Pry bars, two-foot and six-foot.
[5]
Halligan tool (compound forcible-entry tool) or equivalent.
[6]
Rope, three-quarter-inch nylon or strap (6,000 pounds
test), 30 feet.
[7]
A bow saw (thirty-inch blades) or an equivalent tool.
[9]
Oil dry compound.
[10]
Fifty pounds of Class D powder to cover any incident
of Class D fires, such as magnesium, etc.
A.
Appropriate inspection of vehicles both as to safety
equipment and adequate noise abatement or muffler equipment will be caused
to be made by the owners or lessors of the track.
B.
Inspection of vehicles and operators may also be made
by any Town of Southampton police officer at any reasonable time prior to
competition.
The Police Department, Town of Southampton, shall be notified 14 days
in advance of any major scheduled public event. For purposes of this section,
"major events" shall be defined as events at which it is anticipated that
there will be in excess of 5,000 spectators.
A.
Racing is prohibited on Monday, Tuesday, Wednesday and
Thursday, except such Mondays as shall be designated as legal holidays, unless
a written special permit therefor shall have been issued by the Town Clerk,
who shall issue such permit only relative to events officially recognized
as state, national or international competitions.
B.
Racing is permitted on Friday and Saturday between the
hours of 10:00 a.m. and 6:00 p.m. and is permitted on Sunday between the hours
of 1:05 p.m. and 6:00 p.m.
C.
Driver's school, testing of showroom cars and practice
of vehicles is permitted on Monday, Tuesday, Wednesday and Thursday between
10:00 a.m. and 6:00 p.m.
D.
Race vehicles may be tested on Thursday between 10:00
a.m. and 6:00 p.m.

Any owner, firm, partnership, associate, lessor, lessee or corporation,
and any agent or employee thereof, of any racetrack or vehicle operating illegally
thereat who, at the time of any violation or violations hereinbefore enumerated,
was present and knew or should have known said violation or violations were
being committed on said premises shall be deemed to have committed a violation
of this chapter. Any violation of any provisions of this chapter shall be
punishable as a violation and shall be subject to a penalty of not more than
$1,000 or 15 days imprisonment, or both, for each and every violation.
