A. 
The Mayor shall, with the consent of the Board of Aldermen, appoint a Director of the Division of Public Health and Community Services, who shall have overall responsibility for the satisfactory completion of the duties/functions assigned to the Division. This position is designated as the Chief Public Health Official of the City.

B. 
The Director of the Division of Public Health and Community Services shall be the official liaison between the administrative services of the City and (1) the Board of Education and the employees of the School Department, (2) the trustees and employees of the public libraries, and (3) the commissioners and employees of the Nashua Airport Authority in all areas except budget preparation/submission, personnel administration, and financial and payroll procedures; and shall be the official liaison with human services providers operating in the City, such as the Nashua Community Council, the Nashua Youth Council, the Visiting Nurses Association, and similar private nonprofit agencies.

The division of public health and community services shall be comprised of the following departments:
A. 
Environmental Health Department. This Department shall be headed by the Health Officer, who shall be selected by the Board of Health, in consultation with the Mayor, in accordance with Section 80 of the City Charter. In addition to the duties assigned to the Health Officer by Section 80 of the City Charter, the Health Officer shall be responsible for the enforcement of all laws and ordinances dealing with the environmental health of the City and its residents. Specifically, the Health Officer shall be responsible for the enforcement of air and water quality regulations, the approval of requests for private waste disposal systems, inspection and licensing of food-service establishments and such other environmental concerns which impact on the residents of the City. The Health Officer shall report to the Director of the Division of Public Health and Community Services, and shall perform such other duties as assigned by the Director of the Division of Public Health and Community Services, the Mayor and/or the Board of Health.
B. 
Community Health Department. This Department shall be headed by the Chief Public Health Nurse, who shall be appointed by the Mayor in consultation with the Director of the Division of Public Health and Community Services, and the Board of Health. The Public Health Nurse is responsible to the Director of the Division of Public Health and Community Services for the satisfactory performance of the duties/functions assigned to the department. This department shall be responsible for the development and implementation of the personal health programs of the City. Programs will be developed in consultation with the Board of Health, the Mayor and the Director of the Division of Public Health and Community Services. Under the purview of this department is the evaluation of the City's ambulance services, whether private, public or contract, with a view toward assuring the provision of adequate, inexpensive emergency medical services. The Chief Public Health Nurse shall also be responsible for the enforcement of the personal health rules and regulations required by law or ordinance, or requested by the Board of Health, the Mayor and/or the Director of the Division of Public Health and Community Services.
C. 
Welfare Department. The Mayor shall appoint a Welfare Officer in consultation with the Director of the Division of Public Health and Community Services, and in accordance with Section 42 of the City Charter. The Welfare Officer shall be responsible to the Director of the Division of Public Health and Community Services for the satisfactory administration of City welfare in accordance with all applicable laws, ordinances, rules and regulations. The Welfare Officer shall also perform such duties/functions as assigned by the Mayor and/or the Director of the Division of Public Health and Community Services.
