There shall be a Cable Television Advisory Board
(CTAB) to the City of Nashua. The functions of CTAB shall include
the following responsibilities:
A. Report to the Mayor and the Board of Aldermen.
B. Define the mission and objectives of CTAB.
C. Develop municipal channel and future Nashua access
channel policies.
D. Oversee the performance of the City's franchise agreement(s)
for the delivery of cable television and any related services.
E. Review existing and future franchise agreements and
provide recommendations to the Mayor and the Board of Aldermen.
F. Examine the subject of municipal regulation of cable
television services, internet service, and any related services in
New Hampshire and the United States.
G. Coordinate activities between the City of Nashua and
the franchisee.
H. Explore and cultivate available programming sources.
I. Monitor and evaluate existing programs and recommend
changes to the franchisee for technical, programming and fee structure
improvements.
J. Examine relevant emerging technologies and other telecast
options for municipal meetings, such as internet broadcasts.

Funding for CTAB and operation of the public,
educational and governmental (PEG) access channels shall be appropriated
by the Mayor and the Board of Aldermen from accounts designated for
this purpose. The Mayor will submit a budget for the PEG access channels
as part of the annual budget. For Fiscal Year 2009, the Mayor will
submit a budget for the PEG access channels via resolution by July
31, 2008.

CTAB will consist of 15 members total. The six
members who are appointed by the Mayor shall serve for three-year
terms. The members are as follows:
A. One member representing the Board of Aldermen who
will also serve as liaison between CTAB and Board of Aldermen, appointed
by the president of the Board of Aldermen.
B. The Director of the Administrative Services Division
or his or her designee.

C. The Director of the Nashua Public Library or his or
her designee.
D. The Chief of the Fire Department or his or her designee.
E. The Chief of the Police Department or his or her designee.
F. The Superintendent of the School Department or his
or her designee.
G. The Information Technology Chief Information Officer
or his or her designee.

H. One member of the Nashua business community, appointed
by the Mayor and approved by the Board of Aldermen.
I. Four members who are Nashua residents, appointed by
the Mayor and approved by the Board of Aldermen.
J. The Director of the Public Works Division or his or
her designee.
K. The Mayor or his or her designee.
L. One member representing emergency management, appointed
by the Mayor and approved by the Board of Aldermen.
The Committee shall nominate and elect its own
Chairman and clerk.
The Committee shall meet on an ad hoc basis.

Employees and/or contractors who provide services
for the implementation and operation of the municipal access channels
will consult with and respond to CTAB requests on functional matters,
including reports, budgets, technical acquisitions and implementations
and other information as requested. They may be required to attend
meetings and actively participate on subcommittees. The PEG Manager
reports to the Mayor or his/her designee.

A. The order of priority of meetings to be shown live,
taped, played, and replayed on the government channel shall be as
listed below, except that the PEG Program Director can override this
order, if necessary, in conformance with his or her programming responsibilities
assigned by the CTAB policies and procedures manual:

(7) Zoning Board of Adjustment.
(8) Planning and Economic Development Committee.
(9) Infrastructure Committee.
(10) Ad Hoc Committees / Pennichuck Water Special Committee.
(12) Personnel and Administrative Affairs Committee.
(14) Joint Special School Building Committee.
(15) School Construction Projects Committee.
(16) Cable Television Advisory Board.
B. The PEG Program Director shall also establish and
maintain a procedure to use the government channel to broadcast all
job postings that the Human Resources Department deems appropriate
for external posting.
