Where the term "City" is used in this chapter,
it shall mean the management structure within the division involved,
subject to the approvals specified in this chapter and the City Charter,
resolutions and ordinances.
It shall be the duty of the Mayor to administer
the merit system.
No employee, either individually or as a member
of a group, may directly or indirectly ask, accept or receive any
gift, favor, service, loan or entertainment which might reasonably
be interpreted as tending to influence the performance of the employee's
official duties, from any person whom the employee may reasonably
expect to be affected by the performance of the employee's official
duties, or with whom the employee has had or reasonably may expect
to have official relations. Any such gifts or gratuities which may
be tendered shall be returned forthwith to the sender, with an expression
of thanks and an explanation of the City's policy. The only exceptions
to this policy shall be gifts or gratuities for advertising purposes,
which have negligible commercial value and are distributed to or available
to the general public or other municipal employees without charge.
