A. 
The responsibility for recruiting (including advertising), screening, testing, referring and reference checking candidates for employment shall rest with the Human Resources Department.
B. 
The City is an equal opportunity employer, and the Human Resources Manager shall serve as the City's equal employment opportunity officer and shall assure compliance with all state and federal statutes related thereto.
C. 
The Administrative Services Director, with the approval of the Mayor, shall issue policies needed to implement this chapter.
