No person shall let for occupancy any structure or part thereof unless that part of the structure and all common parts are in compliance with the requirements of this article.
A. 
Facilities and equipment. All equipment and all building space and parts in or attached to every building or structure shall be constructed, installed and maintained so as to properly and safely perform their intended function.
B. 
Privacy and security. Every dwelling unit and lodging unit shall be designed and arranged to provide privacy and security.
A. 
Maintenance. The minimum sanitary facilities set out in Subsections B through I of this section shall be supplied and maintained in a sanitary, safe and working condition.
B. 
Water closet. Every dwelling unit shall contain within its walls a room, separate from the habitable rooms, which affords privacy and which is equipped with a water closet.
C. 
Lavatory. Every dwelling unit shall contain a lavatory which shall be in the same room as the water closet or, if in another room, the lavatory shall be located in close proximity to the door that leads directly into the water closet room.
D. 
Bathtub or shower. Every dwelling unit shall contain a room which affords privacy to a person in the room and which is equipped with a bathtub or shower.
E. 
Kitchen sink. Every dwelling unit shall contain a kitchen sink apart from the lavatory.
F. 
Water and sewer system. Every kitchen sink, lavatory basin, bathtub or shower and water closet required under this section shall be properly connected to either a public water and sewer system or to an approved private water and sewer system. All sinks, lavatories, bathtubs and showers shall be supplied with hot and cold running water.
G. 
Water heating facilities. Every dwelling unit and lodging house shall be supplied with water heating facilities which are installed, maintained and connected with hot water lines to the fixtures requiring hot water under this chapter. Water heating facilities shall be capable of heating water to such a temperature as to permit an adequate amount of water to be drawn from every required kitchen sink, lavatory basin, bathtub, shower and laundry facility at a temperature of not less than 130° F.
H. 
Plumbing fixtures. All plumbing fixtures, vents, drains and water supply lines shall be properly installed, connected and maintained in a safe working order; and shall be kept free from obstructions, leaks and defects and shall be capable of performing the functions for which they were designed.
I. 
Lodging houses. Every lodging house shall be supplied with at least one water closet, lavatory basin, and bathtub or shower properly connected to an approved water and sewer system and in a safe working condition, and shall be supplied for each six sleeping rooms within a lodging house or where ever said facilities are shared.
J. 
Waste containers. Every dwelling unit and lodging house shall be supplied with rigid plastic or metal containers with covers of sufficient volume to provide storage for all rubbish and garbage generated within the dwelling.
K. 
Responsibility for waste storage. It shall be the responsibility of the occupants of each dwelling, lodging unit to properly store all rubbish and garbage in the containers required by Subsection J.
L. 
Stove and refrigerator. Every dwelling unit shall be provided with a stove for cooking food, and a refrigerator for the safe storage of food at temperatures less than 45° F., but more than 32° F. under ordinary maximum summer conditions, which are properly installed with all necessary connections for safe, sanitary and efficient operation. The stove and refrigerator need not be installed when, pursuant to express agreement between the owner and occupant, the occupant is expected to provide same upon occupancy. If the occupant is expected to provide the stove or refrigerator the owner is required to provide sufficient space and adequate connections for the safe and efficient installation and operation of a stove or refrigerator.
A. 
Heating facilities. The owner of every dwelling unit and lodging unit shall provide and maintain in safe condition, heating facilities that are capable of adequately maintaining a room temperature of at least 64° F. between the hours of 11:00 p.m. and 7:00 a.m. and 68° F. between the hours of 7:00 a.m. and 11:00 p.m. at a point three feet above the floor and three feet from an exterior wall in all habitable rooms, bathrooms and toilet rooms. The owner, when providing the heat, shall maintain these minimum average room temperatures.
B. 
Clothes dryers exhaust. Clothes dryer venting systems shall be independent of all other systems and be vented directly to the outdoors.
A. 
Electrical outlets. Every habitable space except kitchens in a dwelling shall contain at least three separate and remote outlets, one of which may be a ceiling or wall-type light fixture. Every kitchen shall contain a minimum of three separate and remote outlets. Where kitchen countertops exist, at least one of the required kitchen outlets shall be located above the countertop. Every bathroom and laundry room shall contain at least one outlet. The required receptacle outlets shall be duplex type.
B. 
Lighting fixtures.
(1) 
Every corridor, stairway, water closet room, bathroom, laundry room, kitchen and furnace room shall contain at least one light fixture. The light in every stairway within a dwelling unit shall be controlled by conveniently located three-way switches.
(2) 
Exception. Cellar stairway lighting may be controlled by a single pole switch.
C. 
Common corridors and stairways. Every common corridor and stairway shall be supplied with a lighting system which produces illumination sufficient to protect the safety of all persons using those facilities. Such lighting systems shall be kept in continuous operation, or shall be controlled by three-way or four-way switches which are conveniently located for all persons who might use the stairway or corridor, or shall be operated by an automatic timer set to turn the lights on at least 1/2 hour before sunset and turn the lights off at not earlier than 1/2 hour after sunrise.
D. 
Overcurrent protection devices. Every electrical panel board shall be provided with mechanical circuit breakers or Type S fuses. Maximum ampacity of which shall be determined by the wire size as shown in the following table:

E. 
Panel board accessibility.
(1) 
Panel boards shall be accessible at all times to the occupants of every dwelling.
(2) 
Exception. In a multiple-occupancy building where electric service and electrical maintenance are provided by the building management and where these are under continuous building management supervision, the panel boards supplying more than one occupancy shall be permitted to be accessible to authorized management personnel only.
F. 
Maintenance. All electrical equipment, wiring and appliances shall be maintained in a safe manner. All electrical equipment shall be of an approved type. Extension cords shall not be used as permanent wiring.
G. 
Exterior lighting. Every exterior doorway shall be equipped with an artificial lighting system which produces sufficient illumination to allow safe usage of the doorway.
H. 
Defective systems. When the Housing Inspector believes that the electrical system or any part thereof in a dwelling is defective and unsafe, posing an immediate hazard to life or property the Housing Inspector, in consultation with the Electrical Inspector, shall cause the hazard to be eliminated.
