On Winstead Drive, parking is allowed on one side of the street only. On the southern loop of Winstead Drive, parking is prohibited on the inner edge of the loop. A. 
Requesting new on-street resident handicapped parking space in residential zones:
(1) 
All persons requesting a new on-street resident handicapped parking space must be residents of the Township of Westampton.
(2) 
All persons requesting a new on-street resident handicapped parking space must present proof that they have been issued a wheelchair symbol license plate or handicapped windshield placard by the New Jersey Division of Motor Vehicles. Said license plate and/or placard must be properly displayed in either the handicapped resident's vehicle or the vehicle that provides the primary transportation services for the resident.
(3) 
Written requests for a new on-street resident handicapped parking space should be submitted by way of letter to the Township's Director of Public Safety and must include:
(a) 
The full name and street address of the handicapped resident; and
(b) 
A clear copy of the resident's valid handicapped identification card issued by the state with their handicapped license plate or placard; and
(c) 
A clear copy of the resident's valid NJ driver's license or state-issued photo ID; and
(d) 
The address and proposed location at said address for the on-street handicapped parking space; and
(e) 
The license plate designation of the primary vehicle expected to utilize the new handicapped parking space.
(4) 
The Township's Director of Public Safety or his designee shall review each written request for a new on-street resident handicapped parking space and may require submission of further documentation deemed necessary to properly assess the request. The Township's Director of Public Safety shall also conduct an on-site inspection at the proposed site for the new handicapped parking space to confirm that:
(a) 
There is sufficient space adjacent to the handicapped person's residence for the proposed on-street resident handicapped parking space; and
(b) 
The proposed handicapped parking space will not unreasonably interfere with the normal flow of traffic; and
(c) 
The handicapped person's residence does not already provide available off-street parking.
(5) 
Should the Township's Director of Public Safety recommend denial of a request for a new on-street resident handicapped parking space, the person requesting the new handicapped parking space may appeal the recommendation to the Township Committee by way of written request submitted to the Township Clerk within one month from the date of mailing of the Township's Director of Public Safety's denial of their request. If no such written appeal is submitted to the Township Clerk, their request for the new on-street resident handicapped parking space will be deemed denied.
(6) 
Should the Township's Director of Public Safety recommend approval of a request for a new on-street resident handicapped parking space or should his denial be properly appealed, the Township Committee shall review the recommendation or appeal. The Township Committee shall retain reasonable discretion to grant, deny or alter requests based upon the individual circumstances and needs at issue in each case. Absent exceptional circumstances; however, new on-street handicapped parking spaces should ordinarily be granted only when the request meets the requirements of this provision § 232-10 and when the requested parking space can be placed fully within the property lines of the subject property.
(7) 
All new on-street resident handicapped parking spaces approved by the Township Committee shall be set by resolution of the Township Committee, designating the name of the subject street, the side of said street where the resident resides, and a description of the allowed parking area in front of the subject property.
B. 
Designated handicap parking. Pursuant to the authority granted to this municipality by N.J.S.A. 39:4-197, the following locations are hereby designated as restricted parking spaces for use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles. A. 
The Chief of Police of the Township of Westampton is hereby authorized to provide by regulation for the closing of any street or portion thereof to motor vehicle traffic on any day or days during specified hours on any day or days, whenever he finds that such closing is necessary for the preservation of the public safety, health or welfare.
B. 
Any regulations promulgated by the Police Chief under and in accordance with Subsection A above shall provide for the posting of proper warning signs of such closing in any street or portion thereof during the time the same is closed in pursuance thereof.
C. 
Any violation of this section or of any regulation promulgated thereunder shall be punished by a fine not to exceed $50.
D. 
Any regulation adopted under this section shall not become effective unless and until it has been submitted to and approved by the Commissioner of the Department of Transportation, if the closing is for more than 48 continuous hours.

The provisions of Subtitle 1 of Title 39 of the Revised Statutes of New Jersey with various traffic regulations shall be made applicable to the semipublic road known as "IKEA Drive" located in the Township of Westampton, County of Burlington, and the following regulations shall be enforceable:

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
STREET
The entire width between the boundary lines of every publicly maintained roadway which is open to the use of the public for purposes of vehicular travel.
VEHICLE
Every device in, upon or by which a person or persons or property is or may be transported upon a street, excepting a device used exclusively upon stationary rails or tracks.
B. 
Enforcement official. The Police Department of the Township of Westampton is hereby designated as the enforcement official of the Township of Westampton.
C. 
Emergency declared. A local snow emergency is hereby declared to exist within the municipal limits of the Township of Westampton whenever there shall be a snowfall of four inches or more in said Township, as determined by the Director of Public Works, or whenever there shall be an accumulation of snow or drifts of four inches or more as determined by said Director of Public Works, and said snow emergency shall be presumed to continue for a period of 72 hours after the cessation of said snowfall. During this snow emergency, all ordinances or parts of ordinances deemed inconsistent or in conflict with this Ordinance by the Chief of Police will not be enforced while emergency is in effect.
D. 
Parking prohibited. In order that the municipality may have the opportunity to clear the streets of snow and to open said streets in the Township of Westampton to traffic, during the period of the snow emergency aforesaid, no vehicles howsoever propelled shall be allowed to stand or park, whether attended or not, upon the streets of the Township of Westampton except for picking up or discharging passengers in the case of an omnibus or for picking up or delivering essential merchandise or commodities in the case of other vehicles.
E. 
Duration. Said snow emergency shall be presumed to continue beyond the seventy-two-hour period provided aforesaid on those streets of the Township of Westampton from whence the snow has not been removed, and no vehicle shall be allowed to stand or park, whether attended or not, on said street until the snow shall have been cleared therefrom, provided that signs are placed or posted indicating that parking is prohibited along said streets while the municipality is engaged in or abut to engage in the clearance or removal of snow therefrom. Said signs prohibiting parking to enable the clearance and removal of snow shall be posted when work is about to commence and shall be removed when the work is complete.
F. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.

No person, firm or corporation shall deposit, throw, place or strew, nor shall any person, firm or corporation cause to be deposited, thrown, placed or strewn, any snow or ice upon any Township street or roadway when clearing their driveways or sidewalks.

Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation or provision of § 232-16.2 or 232-16.3 or any supplement thereto shall be liable to a penalty of not more than $200 or imprisonment for a term not exceeding 15 days or both.

Any person, firm or corporation violating any provision of this article shall be fined not less than $50 nor more than $500 for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
