The Property Maintenance Code of New York State provides the basic standards for properties in Town. The following sections will supplant the Property Maintenance Code to provide even higher standards.
A. 
Motor vehicles which are unlicensed, wrecked, partially dismantled, or which do not have a valid registration, properly mounted plates, or current state inspection sticker shall not be stored in open areas of the premises.
B. 
In residential areas, except for access drives and walkways, the yard areas are to be completely landscaped. Ground cover shall be properly established to prevent undue soil erosion due to the elements.
C. 
Off-street parking areas shall be limited to access driveways and paved off-street parking areas and shall not obstruct private sidewalks.
D. 
Yards, courts and vacant lots shall be kept clean and free of hazards.
E. 
In any required front yard, no sign, fence, wall, hedge, shrub planting or tree foliage (except tree trunks) which obstructs vision at elevations between three feet and seven feet above the grade level shall be permitted.
F. 
Adequate sanitary facilities and methods shall be used for the collection, storage, handling and disposal of garbage and refuse. Storage containers shall be of an approved waterproof and rodent-resistant type and shielded from public view by means of landscaping or architectural screening as much as practical. Dumpsters and similar large receptacles shall be shielded from public view by means of solid fencing/walls and, if appropriate, landscaping.
G. 
All premises shall be maintained free of livestock, farm animals and captive wild animals unless specifically approved for such use. Domestic animals and pets shall be kept in an appropriate manner so as not to constitute a hazard or nuisance.
H. 
Except for one- and two-family dwellings, all facilities used by pedestrians, including walks, driveways, parking spaces and entranceways to buildings, shall be illuminated at night by artificial light. The minimum wattage of bulbs shall be 50 watts, and the number of fixtures shall be of sufficient number to provide safe, illuminated passage.
I. 
Parking facilities shall have designated accessible parking spaces in conformance with Section 1106 of the Building Code of New York State and ICC/ANSI A117.1. Once installed they shall be maintained with proper signage and markings at all times.
A. 
Storm doors or approved insulated doors and storm windows or approved insulated windows shall be required from October 1 to April 30.
B. 
From May 1 to October 1, entrances to residential buildings and structures shall be provided with self-closing doors, devices or screens, and windows and other openings used for ventilation shall be appropriately screened. In any dwelling where mechanical ventilation is supplied, screens shall only be required in areas using natural ventilation. All screens shall be maintained in good condition.
C. 
No person shall willfully damage, mutilate or deface any exterior surface of any structure or building on private or public property by placing thereon any marking, carving or graffiti. It shall be the responsibility of the owner to restore said surface to an approved state of repair.
D. 
Railings or parapet walls shall be provided at open sides of balconies, mezzanines, porches, accessible roofs, exit passageways, areaways, motor vehicle parking decks and ramps and around floor openings. Such railings and walls shall comply with the most recent code requirements for new installations.
E. 
Wheel bumper blocks shall be provided at perimeters and around floor openings of open motor vehicle parking decks and ramps.
F. 
Handrails shall be provided on at least one side of a stairway and on any open portion of a stairway or landing.
G. 
Exterior stairways or fire escapes shall be maintained free of encumbrances.
A. 
All structural members shall be protected and maintained to prevent deterioration.
B. 
Unheated attics, spaces below flat roofs and crawl spaces shall be ventilated to minimize deterioration.
C. 
Nothing shall be placed, accumulated or stored on residential premises which obstructs egress from stairways, passageways, doors, windows, fire escapes or other means of exit or interferes with fire-fighting equipment or performance by fire-fighting personnel.
A. 
All buildings supplied with gas for heating, cooking or other processes shall have at least one accessible valve for shutting off the gas supply to the entire building.
B. 
An easily accessible shutoff valve or gas cock shall be provided in the piping in close proximity to and ahead of every gas appliance or outlet for gas connection.
C. 
Fuel oil storage tanks located within buildings shall not exceed 550 gallons, shall be located a minimum of five feet horizontally from any fuel-burning equipment, shall have a vapor-tight liquid-level indicating device and shall have all piping installed in a safe manner. Any appliance using fuel oil shall have a remote control to stop the flow of fuel in the event of an emergency. Such control shall be located outside the room containing the appliance or at the entrance to such space.
D. 
Gasoline shall be prohibited as a fuel for heating or cooking.
E. 
Fuel-burning heat-producing appliances shall not be located in exits.
F. 
Fuel-burning water heaters shall not be located in sleeping rooms, bathrooms or toilet rooms.
G. 
Equipment for burning solid or liquid fuel shall be connected to suitable chimneys or flues and shall not be connected to gas vents.
H. 
Fuel-burning equipment for garages shall be located in heater rooms, except suspended heaters shall be at least eight feet above the floor and floor-mounted heaters shall be on a noncombustible platform not less than 18 inches above the floor.
I. 
A chimney or flue which emits sparks shall be provided with a spark arrestor of noncombustible construction.
