A person desiring or intending to conduct the trade, business or calling of a plumber or of plumbing in the city as employing or master plumber shall be required to submit to an examination before an Examining Board of Plumbers, appointed according to law, as to his experience and qualifications for such trade, business or calling. The fee for such examination shall be as provided in Chapter
142, Fees. It shall not be lawful in the city for a person to conduct such trade, business or calling unless he shall have first obtained a certificate of competency from the Board of Overseers.

A domestic corporation desiring or intending to conduct a trade, business or calling of plumber or plumbing in this city as employing or master plumber may do so, provided that one or more officers of such corporation, separately or aggregately, hold a certificate of competency from the City of Hornell or an equivalent designation from another municipality in the State of New York. The examination for a corporate officer shall be the same as the examination then being given to persons within the meaning of §
228-8 above. Each and every officer of said corporation holding a certificate of competency shall comply with all the rules and regulations applicable to master or employing plumbers in the city. Such corporation shall register at the office of the Board of Health as provided in §
228-11 of this Article.
The registration provided for in this Article may be canceled by the
Board of Health for a violation of the rules and regulations for the plumbing
and drainage of the city duly adopted and enforced, after a hearing had before
such Board of Health and upon a prior notice of not less than 10 days stating
the grounds of complaint and served upon the person charged with the violation,
but such revocation shall not be operative unless concurred in by the Board
of Overseers. It shall not be lawful for any person to engage in or carry on
the trade, business or calling of employing or master plumber in Hornell unless
his name and address shall have been registered in the city.
All certificates of registration issued under the provisions of this
Article and all licenses authorizing connections with street sewers or water
mains shall expire on the 31st day of December of the year in which they shall
be issued and may be renewed within 30 days preceding such expiration. Such
renewals shall be for one year from the first day of January in each year.

Any person violating any of the provisions of this Article or any rules
or regulations of the Board of Health or of the Board of Overseers shall be guilty of an offense and, on conviction, if a master
plumber, shall in addition forfeit any certificate of competency or registration
which he may hold under the provisions thereof.
No license shall be issued to anyone to connect with the sewers or water
mains of the city unless such person has obtained and shall produce a certificate
of competency and a plate or sign from the Board of Overseers of the city. The fee for such plate or sign shall be as provided in §
228-10C.
