No-parking zones shall be as follows:
A. Both sides of that section of the highway in Franconia
Township known as "Route 113 (L.R. 270)" between Allentown Road and
Godshall Road are hereby designated a no-parking zone, and parking
motor vehicles thereon is hereby prohibited.
B. That section of the highway in Franconia Township
known as "Wile Avenue" between the Franconia Township/Souderton Borough
boundary line and Route 113 is hereby designated a no-parking zone,
and the parking of motor vehicles on both sides of said highway is
hereby prohibited.
C. Melvin Road.

(1) The parking of motor vehicles is hereby prohibited
on the west side of Melvin Road between Ash Court and Church Road.
(2) Any person violating any provision of this article
shall, upon summary conviction, be sentenced to pay a fine of $25
and the costs of prosecution.
D. The south
side of Regent Road between its north and south intersections with
Valley Drive is hereby designated a no-parking zone, and the parking
of motor vehicles on the south side of said road is hereby prohibited.

The no-parking zones hereby established shall
be marked by erecting on both sides of said highways official signs
bearing the words "No Parking" in accordance with the regulations
of the Pennsylvania Department of Transportation.
Any person violating the provisions of this
article shall, upon summary conviction before a District Justice having
jurisdiction, be sentenced to pay a fine not exceeding $15 and the
costs of prosecution and, in default of the payment thereof, shall
undergo imprisonment for not more than three days.

A. Cherry Lane.
(1) That section of the highway in Franconia Township
known as "Cherry Lane" between County Line Road and Front Street is
hereby designated a restricted parking zone, and parking of motor
vehicles on the south side of said highway shall be limited to two
hours between the hours of 8:00 a.m. and 3:00 p.m. on days when school
is in session at the Souderton Area High School.
(2) Any motor vehicle displaying a valid parking permit issued pursuant to Subsection
A(3) hereof shall be exempt from enforcement of Subsection
A(1) and shall be permitted to park in the aforementioned two-hour parking zone during hours when parking is limited to two hours for a time period in excess of the two-hour parking limit, unless otherwise restricted. Parking permit holders must comply with all other parking regulations in effect.
(3) Applications for a parking permit shall be made by
the person desiring the permit who resides at a property in the designated
permit parking district. A separate application shall be made for
each motor vehicle. The application shall be on a form prescribed
by Franconia Township and shall contain the following information:
the name of the owner or lessee of the vehicle, the address of the
owner or lessee and the make, model and registration number of the
vehicle. The Franconia Township Chief of Police shall verify the information
by examination of the applicant's vehicle registration, lease agreement
and operator's license.
(4) Upon receipt of the completed and verified application,
and upon determination by the Chief of Police that the information
on the application demonstrates that the applicant is entitled to
a parking permit, the Chief of Police shall issue to the applicant
a numbered residential parking permit for the particular motor vehicle
described in the application. The permit shall not be transferable
from one vehicle to another, except that a temporary permit may be
issued when requested by a resident for the use on a rental or loaner
vehicle being used in lieu of the permitted vehicle when disabled
or while being repaired. Temporary permits shall bear the same permit
number as that of the disabled vehicle.
(5) Parking permits shall be displayed on the vehicle
to which the permit pertains in a clearly visible location as determined
by the Chief of Police. A residential parking permit shall not guarantee
or reserve to the holder a parking space in front of or near the holder's
residence. Parking permits shall not authorize the operator of the
vehicle to which it pertains to stand or park a motor vehicle in any
place or at any time when stopping, standing or parking of motor vehicles
is prohibited or set aside for other specified types of vehicles,
nor shall the permit exempt its holder from the observance of any
traffic or parking regulations other than as specifically set forth
in this section. It shall constitute a violation of this subsection
to display a permit upon any vehicle other than the vehicle to which
such permit pertains.
(6) It shall also constitute a violation of this subsection
for any person to falsely represent himself as eligible for a residential
parking permit or to furnish false information in an application to
the Chief of Police in order to obtain a residential parking permit.
The Chief of Police shall have the authority to revoke a parking permit
found to be in violation of any provision of this subsection. Upon
written notification of the revocation, the permit holder shall surrender
the permit to the Chief of Police and failure to so surrender shall
constitute a violation of this subsection.
