A. All sewer rents and charges shall be payable by the
owner of the property connected to the sewerage system unless the
City shall have expressly agreed to bill such rents and charges to
another person. All sewer rents and charges, including the minimum
annual charge to commercial units and industrial units, shall be due
and payable with 1/2 being due on or before March 1 and with the remaining
1/2 being due on or before September 1 of each year.
B. Sewer rents and charges based upon water consumption
by commercial units and industrial units in excess of 75,000 gallons
per year shall be due and payable on March 1 of each year, for water
consumed during the preceding calendar year.

Effective upon final passage and adoption of
this Part 2, a late charge of $5 per EDU per semiannual billing shall
be charged after the delinquency has occurred for more than 10 days.
Said late charge of $5 per EDU shall be effective for the semiannual
billing period first due following final passage and adoption of this
Part 2, and each semiannual billing thereafter. There will be an administrative
charge of $5 per month if the delinquency has occurred for more than
10 days. Said delinquency charge shall become a lien upon the premises
connected, together with the sewer service charge which shall be due
and owing.

All persons connected to the sewerage system
must give the City their correct address. Failure of any person to
receive bills for sewer rentals and charges due to the failure of
such person to notify the City of his correct address or failure of
any person to receive a correct bill for sewer rentals and charges
by reason of the failure to notify the City of the use or uses of
a property or any portion thereof shall not excuse nonpayment or failure
to pay the amount which would be properly applicable to the use or
uses of said property and shall not result in an extension of the
period of time during which the bill shall be payable at face amount.
Payment shall be made and received on or before the due date in order
to constitute timely payment. If the due date shall fall on a legal
holiday or a Sunday, payment shall be made on the next succeeding
weekday which is not a legal holiday in order to constitute timely
payment.

Whenever sewer service to any sewer rental unit
begins after the first day or terminates before the last day of any
year, the sewer rentals for such year shall be prorated as of the
first day of the month next following the beginning or termination
of service.
