The City shall have the right of access at reasonable
times to property served by the sewerage system for purposes of inspection,
measurement, sampling and testing and for performance of other functions
relating to sewer service rendered by the City.
The City reserves the right to amend this Part
2, to establish different or additional sewer rents and charges or
classifications of sewer rental units and otherwise as it shall deem
necessary and proper in connection with the use and operation of the
sewerage system or as may be required to meet necessary costs and
expenses.
Nothing herein contained shall be deemed to
prohibit the City Council from entering into agreements with owners
with respect to sewer rentals or charges to be imposed in those cases
where, due to unforeseen or unusual circumstances, the sewer rentals
or charges set forth herein shall be deemed by the City Council to
be unfair or inequitable; provided, however, that no officer or employee
of the City is authorized to vary the sewer rents and charges or other
terms of this Part 2 without action by the City Council.
