No dwellings, apartments, boardinghouses, hotels, commercial buildings or commercial camps or commercial camping facilities shall be constructed or located in the Town of Montville unless the sewage disposal facilities thereof have been approved in writing by the Director of Health of the Town, or by an inspector appointed by him, and no sewage disposal facilities shall be altered, repaired, modified or rebuilt without like approval. The Director of Health or any inspector appointed by him shall approve such sewage disposal facilities when they meet the requirements of the Public Health Code of the State of Connecticut.

All applications for approval of sewage disposal facilities shall be filed with the Director of Health or the inspector appointed by him in writing on forms available at the office of the Director of Health or of the inspector appointed by him. All such applications shall be accompanied by a plan, in triplicate, of the proposed sewage disposal facilities together with a fee in the amount of $25 for an original installation and a fee of $2 for an alteration, repair, modification or rebuilding permit, all fees to be payable to the Town of Montville.
The Director of Health or the inspector appointed by him shall make such inspections of the premises upon which such sewage disposal facilities are to be constructed or located as he deems advisable.
No sewage disposal facilities shall be covered or concealed from view until a permit evidencing the approval provided for herein shall have been obtained.
Any person, agent, or officer of any corporation who violates this article shall be fined not more than $25 for each day of such violation.
