The use of skateboards, in-line skates, roller blades, and in-line scooters is prohibited at all times upon the sidewalks, streets, alleyways, paved lots, tennis courts and basketball courts in the following areas in the Town of Elsmere:
A. 
On Sanders Road, from its intersection with Kirkwood Highway, north to its intersection with Rigdon Road, including the intersections.
B. 
On New Road, from its intersection with Gamble Avenue, west to the point where it becomes Kirkwood Highway and continuing west on Kirkwood Highway to the point where it intersects with Walnut Avenue, including the intersections.
C. 
Within all Town parklands, including the sidewalk that abuts any parkland, except in those areas designated for such activities.
D. 
On the Forest Avenue Bridge itself, and for 50 feet north and south of the bridge.
E. 
On Rodman Road, north of Kirkwood Highway, from the point where it intersects with New Road, continuing north, to the point where it intersects with Elsmere Boulevard.
F. 
On Rodman Road, south of Kirkwood Highway, from the point where it intersects with New Road, continuing south to the point where it becomes the City of Wilmington.
G. 
In each of the alleyways that run behind the area that is described in Subsection F of this section.
It shall be illegal for any person to erect, place or maintain any item specifically designed for or used for the purpose of a test-of-skill-type obstacle for skaters, such as ramps, hills, rails, steps, etc., in the areas in which skating is prohibited by this article.
Upon conviction for a violation of any of the provisions of this article, a person shall be fined $25 for a first offense, $50 for a second offense, and $100 for a third or subsequent offense.
