The intent of this article is to require the installation of a secured
key access box on all commercial, industrial and residential buildings, with
the exception of detached one- and two-family dwellings.
The purpose of this article is to allow the Branford Fire Department
access into a building in the event of an emergency.
As used in this article, the following terms shall have the meanings
indicated:
SECURE KEY ACCESS BOX
A high-security lock box, which is mounted on the exterior of a building.
This box contains keys, access cards and/or combinations to allow access to
a building in the event of an emergency. Access to the contents of this box
is limited to Branford Fire Department representatives as authorized by the
Fire Chief/Fire Marshal.
The secure key access box shall be a type approved by the Fire Chief/Fire
Marshal or his/her designee.
The secure key access box shall be located as approved by the Fire Chief/Fire
Marshal or his/her designee.
The secure key access box shall contain keys, access cards and/or combinations
that will allow for access to all areas of said building including but not
limited to common areas, stairwells, basements, attics, utility rooms, storage
rooms, outbuildings, offices, exterior storage areas and fire alarm panels.
The owner/occupant of said building shall immediately notify the Fire
Chief/Fire Marshal and provide new keys, access cards and/or combinations
any time a lock is re-keyed, installed or changed or any time items contained
in the secure key access box no longer grant access to areas within said building.
This article shall be effective on March 3, 2005. Any newly constructed
or recently renovated building, required to have a secure key access box that
is requesting a certificate of occupancy after this date, shall comply with
this article. All existing commercial, industrial and residential, with the
exception of detached one- and two-family dwellings must comply with article
within three years of its adoption.
