All officers, boards and committees of the Town
shall cause records of their doings and accounts to be kept in suitable
books. Said books shall be kept in their respective places in the
Town office, shall not be removed therefrom and shall become Town
property. Where it is more reasonable, said records may be kept elsewhere,
subject to the approval of the Board of Selectmen. Said books shall,
unless otherwise provided by law, be open to public inspection at
any reasonable time, but shall remain during such inspection under
the supervision of the officer, board or committee having custody
thereof.

In accordance with the provisions of §§
C3-3B and
C4-1B of the Town Code, all elected and appointed boards, commissions, other multimember bodies, however constituted, shall submit to the Town Clerk, forthwith after approval, copies of minutes of open meetings in accordance with MGL c. 39, § 23B. Copies of executive session minutes must be forwarded to the Town Clerk, forthwith after publication, will no longer defeat the purpose of the executive session in accordance with MGL c. 39, § 23B, the Open Meeting Law, in addition to any other method of enforcement that may be available in law or in equity.
The Town Accountant shall annually report, in
writing, in such a manner as to give the citizens of the Town a fair
and full understanding of the methods of expenditures of Town money
and of all receipts, payments and salaries of all full-time employees.
Such reports shall be submitted to the Selectmen for inclusion in
the Annual Town Report on or before the first day of February of each
year.
Results of all elections, Annual Town Meetings
and Special Town Meetings shall be published in the Annual Town Report.
The Selectmen may direct that any rule or regulation adopted by any
officer, board or committee be published either separately or as part
of the Annual Town Report.

The Selectmen shall cause the Assessor's valuation
list to be published once every six years commencing in 1986 for fiscal
year 1988.

Any bylaw of the Town of Blackstone, or rule
or regulation of its departments, boards, commissions and committees,
the violation of which is subject to a specific penalty, may, in the
discretion of the Town official who is the appropriate enforcing person,
be enforced in the method provided in MGL c. 40, § 21D,
Noncriminal Disposition of Certain Violations. "Enforcing person,"
as used in this bylaw, shall mean the Animal Control Officer, Conservation
Administrator, Director of Public Health, Building Inspector, any
police officer and such other officials as the Board of Selectmen
may from time to time designate, each with respect to violation of
bylaws and rules and regulations within their respective jurisdictions.
If more than one official has jurisdiction in a given case, any such
official may be an enforcing person with respect thereto.
