If, in the judgment of the Select Board, insufficient
funds are appropriated to implement any provision of this chapter
and that provision has not yet been repealed by action of a Town Meeting,
then the Select Board shall formally declare that such situation exists
and the Select Board and Town Manager shall thus be absolved from
their sworn requirement to wholly meet the intent of the affected
provisions.
In the event the Select Board make such declaration as described in § 5-68, the whole intent of this chapter shall nevertheless remain in effect until such time that it is repealed or amended.
