No person shall knowingly continue to permit the emission of smoke,
soot, ash, dust, cinders, dirt, gas, odor, mist or other materials in such
place or manner as to cause, or tend to cause injury, detriment or public
nuisance to persons living or passing in the vicinity or in such manner as
to cause or have a tendency to cause injury or damage to business or property.
