There shall be a Department of Regional Planning
and Economic Development, the head of which shall be a member of the
classified service, subject to the advice and consent of the Board
of County Commissioners who shall be qualified by education, training
or experience for the duties of the office. The Department of Regional
Planning and Economic Development shall be responsible for the provision
of general regional planning and economic development efforts undertaken
by the County, either independently or in unison with other private
and public partnerships.
The work of the Department shall be organized
among and within the Divisions and Offices designated as follows:
A. The Office of Policy and Planning.
C. The Office of Geographic Information Systems.

There shall be a Construction Board of Appeals within the Department of Regional Planning and Economic Development, as established by §
4-64.11B.

There shall be a Division of Engineering, the
head of which shall be the County Engineer, who shall be a member
of the unclassified service. The County Engineer shall be a licensed
professional engineer of New Jersey who shall be qualified by training,
experience or education for the duties of the office. The Division
of Engineering shall:
A. Provide professional engineering services and advice
as the County Executive shall designate.
B. Maintain County maps, charts, engineering data and
records as may be required for the proper and efficient technical
administration of public works functions.
C. Plan and design or cause to be planned and designed
roads, bridges and all necessary appurtenances.
D. Perform related review and permit functions necessary
to the road and bridge system.
E. Coordinate canal construction and drainage systems.
F. Perform such surveys and field inspections as may
be necessary or desirable for County projects.
G. Inspect the work performed under County construction
contracts and certify for payment work which is approved as in compliance
with the contract, when required.
H. Order a reduction of a regular speed limit for the
purposes of performing maintenance or repairs on a County highway
or bridge where such reduction in speed is desirable or necessary
for the safe performance of such maintenance or repairs, all as provided
for and in accordance with N.J.S.A. 39:4-98.2.
