The Council President shall appoint all Chairpersons and all members of the Council committees subject to the approval and concurrence of the majority of the Council. The Mayor shall vote on committee appointments only in the case of a tie and then only for the purpose of breaking the tie. If a majority of the Council does not concur in the appointment of any committee member, the Council members shall, by majority vote, make such appointment.
The following standing committees of the Council, consisting of three Council members each, shall be appointed at the annual meeting:
A. 
Parks, Grounds and Recreation.

B. 
Finance.
C. 
Legal and Planning.
D. 
Public Safety.
E. 
Public Services.
F. 
Public Works and Municipal Buildings.

Each Council member shall chair at least one of the standing committees of the Council and be a member of not less than two others.
The standing committees are appointed to expedite and facilitate the work of the Council, but only within statutory limits, as the entire Council is held responsible for any or all of its acts performed within the scope of its authority.
A. 
A standing committee shall:
(1) 
Meet when requested by the Chair or a majority of the committee, and all members shall participate actively in committee deliberations, performance of duties and the formulation of its recommendations to the Council.
(2) 
Plan, study, direct and carry on the routine activities for which it has primary responsibility.
(3) 
Perform such acts as may be assigned to it by the Council.
(4) 
Report and make recommendations to the Council regarding its responsibilities and activities.
B. 
Except as provided above, a standing committee shall not:
(1) 
Exceed its budgetary appropriations without prior approval of the Council.
(2) 
Make promises or commitments to any person or entity which directly or by inference bind the Council without prior approval of the Council.
Special committees may be appointed by the Council for purposes other than those included in the duties of the standing committees.
The Chair of each standing or special committee shall be prepared to report to the Council at each regular meeting on principal activities and achievements of that committee. The Chair shall also prepare and submit to the Council, in writing, an annual report of the committee's activities, at the first regular Council Meeting in December. This report shall be filed in the office of the Municipal Clerk.
