No construction permit shall be issued for any new structure or for an addition to an existing structure or for an addition to an existing structure and no certificate of occupancy shall be issued for any change in use of an existing structure until the Municipal Zoning and General Code Enforcement Official has issued a zoning permit acknowledging that the use, structure or building complies with the provisions of Chapter 102 of the Bethlehem Code, or that it exists as a nonconforming use and/or nonconforming structure certified in accordance with N.J.S.A. 40:55D-68, or that it is permitted by the terms of a variance.
