The Village of Angola, New York, is hereby authorized to assess all property owners in the Village of Angola, New York, on an annual basis, a sum to be determined by the Village Board of Trustees for the purposes of providing refuse, garbage and waste material collection and disposal thereof in the Village of Angola, New York.
The annual assessment shall be added to the Village tax bill and shall be mailed annually to those receiving and being provided refuse, garbage and waste material collection.
The annual assessment levied by the Village shall be based upon a per-unit basis. A "unit" shall be defined as a single-family residence or a single commercial, industrial, fraternal, or institutional unit. All multiple dwellings shall be assessed according to the number of apartments therein. Each apartment therein shall constitute a unit.
The initial annual assessment shall be determined by the Village Board for each unit and shall remain constant hereafter unless increased by a vote of the Board of Trustees.
The Board of Trustees is hereby authorized to provide such collection services for the residents of the Village as will be from time to time required, including the right to contract with private refuse and garbage collection companies for the purpose of consistent periodic garbage and refuse collection.

The intent of the Board of Trustees of the Village of Angola is to implement § 1402(3) of the Real Property Tax Law, providing for the voluntary termination of the Village's status as an assessing unit, as provided in the Village Law and the Real Property Tax Law. It is also the intent of this article to abolish the position of Assessor (or Board of Assessors) and to terminate any and all responsibility as provided by law for the review of the assessments of real property located within the Village of Angola.
On or after the effective date of this article, the Village of Angola shall cease to be an assessing unit.
The position of Assessor in the Village of Angola is hereby abolished.
The Board of Assessment Review in the Village of Angola is hereby abolished.
On or after the effective date of this article, taxes in the Village of Angola shall be levied on a copy of the applicable part of the assessment roll of the Town of Evans of the County of Erie, with the taxable status date of such Town controlling for Village purposes.
Within five days of the effective date of this article, the Board of Trustees of the Village of Angola shall file a copy of such article with the Clerk and Assessor (or Board of Assessors) of the County of Erie and with the State Board of Real Property Services.
This article shall take effect immediately upon filing with the Secretary of State; provided, however, that such article is subject to a permissive referendum; and the Village Clerk shall forthwith proceed to notice such fact and conduct such referendum if required by petition.
