GENERAL REFERENCES
Investment Policy— See Ch. 27.
The Village of Angola does hereby adopt the following Procurement Policy, which is intended to apply to all goods and services which are not required by law to be publicly bid.
Purchases shall be reviewed to determine whether they are purchase or public works contracts.
Aggregate amounts to be spent on supply or service for year will be reviewed to determine competitive bidding.
All goods and services will be secured by use of written requests for proposals, written quotations, verbal quotations, or any other method that assures goods will be purchased at the lowest responsible price and that all favoritism will be avoided, except:
A. 
Purchase contracts over $20,000.

B. 
Public works contracts over $35,000.

C. 
Goods purchased from agencies for the blind or severely handicapped.
D. 
Goods purchased from correction institutions.
E. 
Purchases under State or County contracts.
F. 
Where the proposal or quotation method is not in the best interest of the Village.
G. 
Emergency purchases pursuant to § 103, Subdivision 4, of the General Municipal Law.
H. 
Purchases of surplus or secondhand goods from any source.
I. 
Goods or services under $250.
J. 
Professional or technical services.
K. 
Purchase of goods or services purchased under the provisions of General Municipal Law § 103(16), commonly known as "piggybacking."

The required method of purchase for the following shall be as follows:
A. 
Purchase contracts:
(1) 
$250 to $2,999 minimum: two verbal quotations (document on voucher).

$3,000 to $19,999 minimum: three written/fax quotes or a written request for proposals.

B. 
Public works contracts:
(1) 
$250 to $2,999 minimum: two verbal quotations (document on voucher).

(2) 
$3,000 to $4,999 minimum: two written/fax quotations.
(3) 
$5,000 to $34,999 minimum: three written/fax quotations or a written request for proposals.

A. 
If a purchaser is unable to obtain necessary quotes or proposals, the purchaser shall document the efforts made to obtain them, such as listing all vendors contacted, dates and results of contacts.
B. 
An explanation is required whenever a contract is awarded to other than the lowest responsible offering.
C. 
A determination of irresponsibility of a vendor by the purchaser may not be challenged under any circumstances.
This policy shall go into effect January 1, 1992, and shall be reviewed from time to time as needed.

A. 
Notwithstanding any other provision of the law with respect to purchase contracts (including contracts for the purchase of service work), and pursuant to the provisions of General Municipal Law § 103, Subdivision 1, purchase contracts (including contracts for service work, but excluding any purchase contract necessary for the completion of a public works contract pursuant to Article 8 of the Labor Law) may be awarded by the Village of Angola on the basis of "best value," as defined in § 163 of the State Finance Law, to a responsive and responsible bidder or offeror.
B. 
This "best value" standard shall be used by the Village where appropriate for the award of such contracts and shall supplement lowest-responsible-bidder standards.
