A.
Clearing and grubbing. The developer shall clear the area within the limits of the entire right-of-way of all brush, weeds, dead trees, stumps, roots, and other objectionable material, except as noted on the plans or otherwise approved by the Village Engineer. The developer shall grub and excavate, to a depth of at least six inches below subgrade, all roots and stumps within the limits of the right-of-way. Excavations made in removing roots and stumps shall be filled and compacted to the required subgrade with suitable material as approved by the Village Engineer. Objectionable and unusable materials shall be disposed of by the developer by removal.
B.
Soil erosion, water, and air pollution.
(1)
All construction shall be scheduled and conducted in such a manner so as to minimize erosion and to prevent silting and muddying of creeks, streams, village drainage systems and streets, and lands adjacent to or affected by the work. Construction of drainage facilities and performance of other contract work which will contribute to the control of erosion and sedimentation shall be carried out in conjunction with earthwork operations or as soon thereafter as practicable and shall comply with any stormwater pollution prevention plan (SWPPP) required under Chapter 191 of this Code. The area of bare soil exposed at any one time by construction operations shall be kept to an absolute minimum and for any construction activity subject to review under Chapter 191 of this Code, no more than five acres shall be disturbed at any one time, unless pursuant to an approved SWPPP.

Temporary erosion and control methods will be installed should they become necessary.
(3)
No burning will be allowed. Blasting will not be allowed without a permit.
(4)
All permits are the responsibility of the developer.
(5)
Temporary access roads will be maintained to control dust within acceptable limits. Mud shall not be tracked onto Village streets. Trucks shall be tarped in accordance with State law.
C.
Earth excavation.
(1)
The developer shall do all of the earth excavation, including rock, as required for the construction of the street, street structures and connections, and the placing and compacting of the excavated materials, as shown on the plans or as directed by the Village Engineer. The developer shall grade the entire length and width of the right-of-way, including the roadway, shoulders, and side slopes, to the required lines and grades and make all excavations for storm sewer manholes, street intersections and other structures as required by the approved plans. All spongy material shall be removed from the subgrade of the pavement and shoulders to the depths ordered by the Village Engineer, and all muck and mud shall be removed from trenches before any piping is installed.
(2)
The developer shall install temporary fencing to protect the public from trenches left open overnight or on non-working days. Temporary fencing may be omitted where sheeting is extended to a minimum of three feet above the working ground surface.
(3)
The developer shall notify the Village Engineer, 549-5460, and the Underground Utilities Locating Service, 893-1133, 72 hours before any excavation, drilling, or blasting is accomplished in a Village of Angola right-of-way.
