A. 
Clearing and grubbing. The developer shall clear the area within the limits of the entire right-of-way of all brush, weeds, dead trees, stumps, roots, and other objectionable material, except as noted on the plans or otherwise approved by the Village Engineer. The developer shall grub and excavate, to a depth of at least six inches below subgrade, all roots and stumps within the limits of the right-of-way. Excavations made in removing roots and stumps shall be filled and compacted to the required subgrade with suitable material as approved by the Village Engineer. Objectionable and unusable materials shall be disposed of by the developer by removal.
B. 
Soil erosion, water, and air pollution.
(1) 
All construction shall be scheduled and conducted in such a manner so as to minimize erosion and to prevent silting and muddying of creeks, streams, village drainage systems and streets, and lands adjacent to or affected by the work. Construction of drainage facilities and performance of other contract work which will contribute to the control of erosion and sedimentation shall be carried out in conjunction with earthwork operations or as soon thereafter as practicable and shall comply with any stormwater pollution prevention plan (SWPPP) required under Chapter 191 of this Code. The area of bare soil exposed at any one time by construction operations shall be kept to an absolute minimum and for any construction activity subject to review under Chapter 191 of this Code, no more than five acres shall be disturbed at any one time, unless pursuant to an approved SWPPP.

(2) 
Temporary erosion and control methods will be installed should they become necessary.
(3) 
No burning will be allowed. Blasting will not be allowed without a permit.
(4) 
All permits are the responsibility of the developer.
(5) 
Temporary access roads will be maintained to control dust within acceptable limits. Mud shall not be tracked onto Village streets. Trucks shall be tarped in accordance with State law.
C. 
Earth excavation.
(1) 
The developer shall do all of the earth excavation, including rock, as required for the construction of the street, street structures and connections, and the placing and compacting of the excavated materials, as shown on the plans or as directed by the Village Engineer. The developer shall grade the entire length and width of the right-of-way, including the roadway, shoulders, and side slopes, to the required lines and grades and make all excavations for storm sewer manholes, street intersections and other structures as required by the approved plans. All spongy material shall be removed from the subgrade of the pavement and shoulders to the depths ordered by the Village Engineer, and all muck and mud shall be removed from trenches before any piping is installed.
(2) 
The developer shall install temporary fencing to protect the public from trenches left open overnight or on non-working days. Temporary fencing may be omitted where sheeting is extended to a minimum of three feet above the working ground surface.
(3) 
The developer shall notify the Village Engineer, 549-5460, and the Underground Utilities Locating Service, 893-1133, 72 hours before any excavation, drilling, or blasting is accomplished in a Village of Angola right-of-way.
A. 
Subgrade. The developer shall shape and properly prepare the subgrade of the pavement area after the installation of storm sewers, curbs, and all associated materials, as per plans approved by the Village. All boulders, muck, soft clay, spongy material and any other objectionable material shall be removed as directed by the Village. All spaces from which objectionable materials have been removed shall be refilled with acceptable materials, such as stone or gravel, as directed by the Village. The prepared and shaped subgrade of the pavement area shall be thoroughly rolled and compacted with an approved self-propelled roller weighing not less than 10 tons. All hollows and depressions which develop from rolling shall be filled with acceptable materials, and the rolling shall be repeated until no depressions develop.
(1) 
Subbase shall be a uniform mixture of Number 4 and 4A sizes of crushed stone or slag conforming to NYSDOT Specifications, Section 703-02. After the subgrade has been properly prepared and proper drainage has been provided, subbase material shall be spread evenly so that it will be, after rolling, of the required thickness.
(2) 
The finished thickness of the compacted subbase shall be as indicated in the plans approved by the Village but not less than the following:
Class 1
Heavy traffic — 2 courses, 5 inches thick
Class 2
Residential traffic — 1 course, 6 inches thick
(3) 
After the bottom course has been laid loose, it shall be thoroughly rolled with an approved roller weighing not less than 10 tons.
(4) 
This rolling must begin at the sides and continue toward the center and shall continue until there is no movement of the course ahead of the roller. After the course is thoroughly compacted, stone screenings or sand, or a mixture of these, shall be uniformly spread upon the surface, voids filled, excess filler material removed, and rolled. After the completion of the rolling, no hauling other than that necessary for bringing material for the next course will be allowed over the rolled material. This course shall not be laid in excess of 500 linear feet without being rolled and thoroughly filled so as to render it waterproof and thereby prevent the softening up of the subgrade.
B. 
Base course.
(1) 
The base course shall consist of clean Number 2 and 3A size crushed stone or slag, which shall be spread evenly over the Village-approved clean, dry subbase course in such quantity that it will have, after rolling with an approved roller weighing not less than 10 tons, a thickness of three inches before the application of the bituminous material and smaller stone hereafter specified. The entire area of the base course shall be thoroughly compacted by rolling with an approved roller. This course must be kept clean and dry before the application of the bituminous material, NYS Material Designation 702-02, Viscosity Grade AC-10, heated to a temperature of at least 350° F., shall be evenly spread over the surface by use of an approved pressure distributor, operating under a pressure of at least 50 pounds per square inch. The amount of asphalt cement shall range between not less than 6% nor more than 8% by weight. The surface shall be immediately filled with clean Number 1 size stone and thoroughly compacted with a self-propelled approved roller weighing not less than 10 tons. During the rolling process, additional Number 1 size stone shall be broomed about until all voids are entirely filled. The rolling shall continue until the course is compacted and its surface is true to grade, as shown on the approved plans.
(2) 
Three inches of base course bituminous plant mixture Type IA may be substituted for the bituminous stabilized granular material base course above. This material shall be mixed and placed in conformance with the materials and construction details of Section 401, Plant Mix Pavements — General, of NYSDOT Standard Specifications for Construction and Materials, dated January 2, 1973.
C. 
Top course. The top course shall consist of a two-inch binder course followed by a one-inch surface course. The binder course shall be Type 1A, and the surface course shall be Type 2A. The top course shall be mixed and placed in conformance with the materials and construction details of Section 401, Plant Mix Pavements — General, of NYSDOT Standard Specifications for Construction and Materials, dated January 2, 1973. The top course shall only be placed during the period of May 1 to October 15 and only when the surface temperature of the surface upon which the top course is to be placed is 50° F. or above.
D. 
Grades.
(1) 
The minimum allowable grade for residential and other streets shall be 0.60%. The maximum grade shall not exceed 8%.
(2) 
Requirements set forth in Article III, Development Standards, and Article IV, Improvements, of Chapter 198, Subdivision of Land, of the Village of Angola Municipal Code apply.
E. 
Pavement width. The minimum pavement width shall be 26 feet, unless otherwise approved by the Village Board.
All curbs shall be concrete, unless otherwise permitted by the Village Board.
A. 
Material.
(1) 
The material requirements and composition shall comply with the specifications for Class A concrete in Section 501-2, under Portland Cement Concrete — General, of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973. Concrete shall be proportioned in accordance with the aggregate weights specified for Class A concrete in Table 501-3, Concrete Proportions, of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973.
(2) 
The source of supply shall be NYSDOT inspected and approved.
B. 
Casting segments. Curb shall be cast in place to the size and shape shown on the standard sheets, in segments having a uniform length of approximately 20 feet. Segments shall be separated by construction joints, with provisions made at each joint for 1/4-inch expansion.
C. 
Expansion joints. Expansion joints, 3/4 inch in width, shall be formed with premolded bituminous joint filler placed at sixty-foot intervals. The filler material shall be cut to conform to the cross-section of the curb.
D. 
Forms. Forms shall be metal. Wood forms will not be permitted. All forms shall extend for the full curb depth and shall be braced and secured adequately so that no apparent displacement from alignment will occur during placing of concrete.
E. 
Concrete placing and vibrating.
(1) 
Concrete shall be placed in the forms in accordance with the requirements of Section 601-3.04, NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973, and shall be compacted with an approved immersion-type mechanical vibrator.
(2) 
The vibrator shall be inserted into the concrete at one-foot intervals for a period of not more than four seconds per immersion. The vibrator shall be of a size and weight to thoroughly vibrate the entire concrete mass without damaging or misaligning the forms and shall vibrate at a minimum frequency rate of 7,000 cycles per minute. Forms shall be left in place for 24 hours or until the concrete has sufficiently hardened, as determined by the Engineer, so that they can be removed without injury to the curb. Upon removal of the forms, the exposed faces of the curb shall be immediately rubbed to a uniform surface. Rubbing shall be accomplished by competent and skillful finishers. No plastering will be permitted.
F. 
Concrete curing. Curing of the curb shall comply with the requirements of Section 502-3.10, Curing, of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973. At the contractor's option, either waterproof paper blankets, quilted covers, polyethylene-coated burlap blankets or polyethylene curing covers shall be used. Other curing methods may be used only when indicated on the plans or in the itemized proposal. Minimum curing periods for the various types of curing materials used shall comply with the requirements of Table 502-2, Curing Periods for Cement Concrete Pavement, of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973.
G. 
Protection. The developer shall keep the curb clean, aligned and protected from damage until open to traffic in accordance with Table 502.2 of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973.
All sidewalks shall be concrete, unless otherwise permitted by the Village Board, installed to a line and grade established by the Village Engineer. All concrete walks shall conform to the following specifications:
A. 
Dimensions. Sidewalks shall be constructed four feet in width and four inches in thickness, except across driveways, where they shall be six inches thick. In repairing or replacing broken slabs, the length and width of the slabs shall conform to the dimensions of the adjoining slabs.
B. 
Foundations. All concrete shall be laid on a four-inch subbase, which shall be thoroughly and uniformly compacted and tamped and shall consist of porous material which has the approval of the Village Engineer. All roots and other obstructions which may be encountered shall be leveled and removed.
C. 
Material.
(1) 
The material requirements and composition shall comply with the specifications for Class A concrete in Section 501-2, under Portland Cement Concrete — General, of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973. Concrete shall be proportioned in accordance with the aggregate weights specified for Class A concrete in Table 501-3, Concrete Proportions, of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973.
(2) 
The source of supply shall be NYSDOT inspected and approved.
D. 
Joints.
(1) 
Traverse construction joints shall extend to the full depth of the slab and be spaced 20 to 25 feet apart. The edges of such joints shall be finished with an edging tool having a 1/4-inch radius.
(2) 
A premolded bituminous joint fill shall be installed at all joints between the sidewalk and the curb, pavement, building, etc.
(3) 
Joint filler shall be premolded strips of asphalt or pitch, and fibre or mineral aggregate, passing an 80-mesh screen, 1/2-inch thick, as wide as the thickness of the slab, and at least two feet long. It shall be of such consistency that it will not run in summer or chip out in winter.
(4) 
Weakened plane transverse joints shall be provided every four feet on centers.
E. 
Forms.
(1) 
Forms shall be metal and held rigidly in place by stakes or braces with top edges at true line and grade. Ends of adjoining forms shall be flush. Wood forms will not be permitted.
(2) 
Division plates shall be 1/8-inch steel, as wide as the depth of the slab and as long as the width of the walk.
(3) 
Forms and division plates shall be thoroughly cleaned and oiled each time before they are used.
(4) 
Division plates shall be removed after the concrete has hardened sufficiently to avoid breaking the edges of corners of the slab.
F. 
Depositing concrete.
(1) 
The concrete shall be placed in one course to the full depth of the slab.
(2) 
No concrete shall be placed on a frozen subgrade or when the temperature is, or is liable to be within 24 hours, below 35° F.
G. 
Finishing.
(1) 
The surface edges of each slab shall be rounded to a radius of 1/4 of an inch.
(2) 
The surface of the walk shall be a broomed finish, traverse to the walk.
H. 
Curing and protection.
(1) 
Immediately after final finishing, the sidewalk shall be covered with waterproof paper or plastic sheets, which will be maintained in place for at least three days, when the walk shall be cleared and opened to traffic. (Instead of waterproofing paper or plastic sheets, a curing agent approved by the Village Engineer may be sprayed on the finished sidewalk. Use of calcium chloride will not be permitted.)
(2) 
During sidewalk construction, all necessary safety devices, such as barricades, lights and warning signs, shall be used to protect the unfinished work and the public from injury.
(3) 
Walks marred by dripping water, tracks of animals or persons, broken edges, or marred in any manner before the concrete has set, due to insufficient protection, shall be renewed.
(4) 
All repairs of defective walks must be made promptly and in a workmanlike manner. The work on the repairs of the surface of the walk shall be so managed that the repaired surface shall not be noticeable.
I. 
Restoration.
(1) 
All adjoining walks, lawns, driveways, and other property are to be properly replaced in as good condition as at the beginning of the work. Where a walk is constructed through a driveway, the area adjacent to the walk shall be restored with the same material as in the existing drive. Where the work is constructed through a lawn, the area adjacent to the walk will be backfilled with topsoil and seeded.
(2) 
Scraping of material onto adjoining property will not be allowed except by the written consent of the owner. Refuse material of the work must be immediately removed, lot by lot, upon the completion of the work, and no material shall be left on any pavement overnight, and no concrete shall be mixed on any pavement.
(3) 
All excess materials from excavation or construction shall be removed from the site.
J. 
Ramps for the handicapped.
(1) 
Ramps for the handicapped shall be provided at each curbed intersection and mid-block crosswalk where curbs are constructed or reconstructed.
(2) 
Construction shall be in accordance with Subchapter D of Part 170 of Title 17 of the Official Compilation of Codes, Rules and Regulations of the State of New York.
(3) 
Surface texture of the ramp shall be deep-grooved, 1/2-inch wide by 1/4-inch deep on one-inch centers, transverse to the ramp.
(4) 
The normal pavement edge profile shall be maintained through the area of the ramp.
A. 
Necessary permits and approvals must be obtained by the developer from the Erie County Department of Health before construction is begun. Disinfection of new water lines shall be in accordance with procedures established by the New York State Department of Health, Division of Sanitary Engineering, Bureau of Public Water Supply.
B. 
Water lines (minimum eight inches) shall be provided by the developer, with fire hydrants, placed every 500 feet, all valves, curb stops, curb boxes, etc., and all other associated materials, as per plans approved by the Village. Water mains shall be located in the grass strip between the sidewalk and the curb. Where possible, water mains shall be located on the side of the street toward high ground and on the opposite side of the street from the sanitary sewer.
C. 
Water service pipes shall be of sufficient size to furnish an adequate supply of water to meet the requirements of the building at peak demand. No water service pipe shall be smaller than 3/4-inch nominal size, except that, where direct-supply flush valves are supplied at pressure from the water service pipe, such pipe shall be at least 1 1/4-inch nominal size. The minimal depth of burial shall be three feet, six inches.
D. 
Water service lines shall be placed in a separate trench from sewer lines, with at least a two-foot separation between the trenches of undisturbed earth. Installation must be inspected and approved by the Village Water Department before backfilling is accomplished.
E. 
House service pipes shall be Type K copper tubing. Metering of water usage must meet the approval of the Village Water Department. The following table, based on a maximum allowable loss of 25 psi through meters, is a general guide for sizing service meters:

F. 
Application shall be made for the installation of new water services to the Water Department of the Village of Angola. Application forms are available at the office of the Village Clerk.
G. 
Houses, apartment units, flats, etc., which are metered individually will be equipped with an outside reader of the type approved by the Village Water Department.
H. 
All water mains shall be Class 2 (thickness) cement-lined ductile-iron pipe with mechanical or tyton-type joints. The wall thickness required shall conform to the latest ANSI A21.50 (AWWA C150) specifications. Pipe shall be manufactured according to the latest ANSI A21.5 (AWWA C151) specifications.
I. 
Normal cover-over water mains shall be five feet, zero inches, except at crossings over other utilities, where a minimum cover of four feet, zero inches or a maximum cover of eight feet, zero inches may be allowed.
J. 
Where water mains cross sewers, water mains shall have a minimum clearance of one foot, six inches above sewers.
K. 
In parallel installation, water mains shall be laid at least 10 feet horizontally from any sanitary sewer, storm sewer or sewer manhole whenever possible; the distance shall be measured edge-to-edge. When local conditions prevent a horizontal separation of 10 feet, a water main may be laid closer to a storm or sanitary sewer, provided that the bottom of the water main is at least one foot, six inches above the top of the sewer and the sewer is constructed of materials and with joints that are equivalent to water main standards of construction and shall be pressure-tested to assure watertightness prior to backfilling.
L. 
No water pipe shall pass through or come into contact with any part of a sewer or sewer manhole.
M. 
Water mains shall have valves of the same size as the main. Valves shall be installed on the loop or network at such places as to isolate the branch sections as may be necessary, with a maximum spacing of 1,500 feet. Valves shall be installed on all fire hydrant leads as close to the water main as is feasible.
N. 
Hydrants shall be a minimum of six inches. Connection from the main to the hydrant shall be the same diameter as the nominal inside diameter of the hydrant. Hydrants shall be located at street intersections whenever possible. Hydrants not at intersections shall be located in relation to property lines in order to avoid interference with future driveways and shall be located to provide vehicular clearance from the street. In no case shall hydrants be located in excess of 300 feet from any dwelling in residential areas consisting of row houses or garden type apartments, or 500 feet from the center of any improved or recorded lot in other residential areas. All hydrants shall open left and shall be of a type approved by the Village Engineer. Hydrants shall be positioned so that breakaway sections are approximately two inches above final grade.
O. 
All tees, plugs, caps, bends, and hydrants on pipes installed underground shall be anchored. Pipe clamps and tie-rods, thrust blocks or other approved methods or devices may be used. The type of pipe and soil conditions shall determine the method. Fittings shall be provided with lugs when clamps and rods are to be used. Hydrant drainage shall be provided to dry wells exclusively for that purpose. These hydrant drains shall not be connected to or located within 10 feet of sanitary sewers or storm drains.
P. 
Dead-ends shall be minimized by looping of all mains. Where dead-ends occur, they should be provided with a fire hydrant, flushing hydrant or blow-off for flushing purposes. No flushing device shall be directly connected to any sewer.
Q. 
There shall be no physical connection between the distribution system and any pipes, pumps, hydrants, or tanks whereby unsafe water or other contaminating materials may be discharged or drawn into the system. The approval of the Erie County Department of Health shall be obtained for interconnections between potable water supplies.
R. 
Pipes shall be clean inside when put in trenches, and open ends shall be plugged when work is stopped to prevent stones and foreign materials from entering such pipes. Pipes shall bear throughout their length and not be supported by the bell ends only.
S. 
Precautions shall be taken to assure proper compaction of backfill without damage to the piping. Trenches shall be backfilled and compacted to at least 12 inches above the top of piping with clean earth, sand, or screened gravel, which shall not contain boulders, cinders, or other substances which may damage or break the piping or cause corrosive action. Thereafter, backfilling shall be completed up to grade and properly compacted. The remainder of the excavation under roadways, to include shoulders, shall be backfilled with bank-run gravel or other select material approved by the Village Engineer.
T. 
Water services and plumbing shall conform to the minimum requirements set forth in Bulletin No. 23, New York State Uniform Fire Prevention and Building Code.
U. 
The system shall be designed to maintain a minimum pressure of 20 pounds per square inch at all points in the distribution system under all conditions of flow.
V. 
Water mains shall be sized for required fire flow using method outlined by the Insurance Services Office, Municipal Survey Service, 160 Water Street, New York, New York; any other method must receive prior approval of the Village Engineer. A minimum hydrant residual pressure of 20 psi shall be required at the required fire flows. A flow velocity of over eight feet per second shall not be considered acceptable.
W. 
When street main pressure exceeds 80 psi, an approved pressure-reducing valve shall be installed in the water service pipe near its entrance to the building to reduce the pressure to 80 psi or lower, except where the water service pipe supplies water directly to a water-pressure booster system, an elevated water gravity tank, or to pumps provided in connection with a hydropneumatic or elevated gravity water supply tank system. Pressure at any fixture shall be limited to no more than 80 psi under no-flow conditions.
A. 
Storm sewers (a minimum of 12 inches in diameter) shall have capacities sufficient to handle building roof runoffs, pavement drainage, curb receivers, curb drain tiles, and general drainage of the area to be served. Storm sewers shall be provided with receivers of brick or block masonry or precast concrete. Storm sewers shall be extra-strength, reinforced concrete pipe or corrugated galvanized steel pipe, or its equal, as approved by the Village Engineer. Provision shall be made to carry the storm sewer discharge from the property under development without any adverse effects on adjoining properties or the general drainage of the total area.
B. 
The developer shall install the storm sewers, curb drain tiles (if required), storm sewer receivers and other associated materials as per plans approved by the Village. All storm sewer receivers will be catch-basin-type, fitted with standard NYS reticuline steel riveted grates.
C. 
Runoff quantities will be determined using the Rational Formula. The ten-year-frequency curve shall be used in the design of closed storm drain conduits. For drains in sumps, the twenty-year-frequency curve shall be used. For floodplains, bridges, culverts and all open channels, the fifty-year-frequency curve shall be used. For drainage facilities within the State highway right-of-way, the NYSDOT design criteria shall be used.
D. 
Prior to acceptance by the Village Board as a subdivision, all streets shall be installed with adequate storm drains of sufficient size as approved by the Village Engineer. Water shall not be drained for a length of more than 300 feet along any street before it enters a catch basin and an adequate storm drain. Inlets shall be constructed in all sumps and at all intersections where conditions of street crown and/or quantity of flow require.
E. 
Storm drains crossing water mains and sanitary sewers shall be constructed with a minimum clearance of one foot, six inches.
F. 
All pipe shall be laid in reasonably close conformity to line and grade and shall have a full, firm and even bearing at each joint and along the entire length of pipe. Pipe-laying shall begin at the downstream end and progress upstream.
G. 
All pipe shall be handled and assembled in accordance with the manufacturer's instructions.
H. 
Pipe with bell-and-spigot-type joints shall be laid with the bells upstream. Pipe with circumferential seams with laps shall be placed with the laps in the downstream direction so the flow of water is directed over instead of under each succeeding downstream section.
I. 
Precautions shall be taken to assure proper compaction of backfill without damage to the piping. Trenches shall be backfilled and compacted to at least 12 inches above the top of piping with clean earth, sand or screened gravel, which shall not contain boulders, cinders, or other substances which may damage or cause corrosive action. Thereafter, backfilling shall be completed up to grade and be properly compacted. The remainder of the excavation under roadways, to include shoulders, shall be backfilled with bank-run gravel or other select material approved by the Village Engineer.
J. 
Stormwater shall not be drained into sewers intended for sewage only.
K. 
Subsoil drains must be provided around the perimeter of all buildings having basements, cellars or crawl spaces or floors below grade. Such subsoil drains may be positioned inside or outside of the footing and shall be of perforated or open-joint drain tile or pipe not less than three inches in diameter and be laid in gravel, slag, crushed rock or other approved porous material with a minimum of four inches surrounding the pipe on all sides. Subsoil drains shall discharge to an accessible sump pit provided with an automatic electric pump. The sump pit shall be at least 15 inches in diameter, 18 inches in depth, and provided with a fitted cover. The sump pump shall have a adequate capacity to discharge all water coming into the sump as it accumulates to the required discharge point, and in no case shall the capacity of the pump be less than 15 gallons a minute. The discharge from the sump pump shall be a minimum of 1 1/4 inches.
Joint approval of Erie County District No. 2 and the Village of Angola is required for all sewer lines, sewer connections, tie-ins, etc., within the Village of Angola.
Bicycle paths shall be a minimum of four inches of full-depth asphalt pavement and shall be eight feet in width. Construction shall be in accordance with Construction Leaflet No. 3, the Asphalt Institute, Asphalt Institute Building, College Park, Maryland, 20740. Guidelines for the design of bicycle paths are available in the office of the Village Engineer.
All street signing will be done in accordance with the New York State Department of Transportation, Traffic and Safety Division, Manual of Uniform Traffic Control Devices, July 1, 1974, as amended.
Except as provided in the following, the construction requirements shall meet those of Section 401-3, Plant Mix Pavement Construction Requirements, of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973.
A. 
Preparation of mixture. Preparation of mixture shall be in conformance with Section 609-3.08 A of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973. The source of supply shall be NYSDOT inspected and approved.
B. 
Preparation of bed.
(1) 
When curbing is to be constructed on a freshly laid bituminous surface, the curb may be laid only after the surface has been cleaned.
(2) 
When curbing is to be constructed on a cured or aged Portland cement concrete base, bituminous pavement or bituminous treated base, the bed shall be thoroughly swept and cleaned by compressed air. The surface shall be thoroughly dried and, immediately prior to placing of the bituminous mixture, shall receive a tack coat of either Section 702-21 or Section 702-30 of the NYSDOT Standard Specifications, Construction and Materials, dated January 2, 1973. The rate of application of the tack coat material shall be between 0.05 to 0.15 gallon per square yard of surface. In the application of this tack coat, the contractor shall prevent the spread of this tack coat to areas outside of the area to be occupied by the curb.
C. 
Placing.
(1) 
Bituminous curbing shall be constructed to the shape and size shown on the Standard Sheet by use of a self-propelled automatic curber or curb machine or a paver with curbing attachments.
(2) 
The automatic curber or machine shall meet the following requirements and shall be approved by the Engineer prior to its use:
(a) 
The weight of the machine shall be such that the required compaction is obtained without the machine riding above the bed on which curbing is constructed.
(b) 
The machine shall form curbing that is uniform in texture, shape and density.
A. 
Contractors shall notify the office of the Village Engineer, by calling 549-1126 or 549-5460, of their intention to install new water or sewer lines or to renew the same at least 24 hours in advance of any digging in the Village of Angola.
B. 
Village storm sewer or water mains broken or otherwise damaged or disturbed as a result of the contractor's work shall be repaired to the satisfaction of the Village Engineer and at the contractor's expense. A representative of the Department of Public Works shall inspect and approve the contractor's work before the contractor will be permitted to backfill his excavations.
C. 
No tunneling under sidewalks shall be permitted. Should it be necessary to install or replace a line under an existing sidewalk, the sidewalk will be removed in full four-foot block sections sufficient to install or replace the line. A concrete saw shall be used to cut the sidewalk, and the sidewalk shall be cut only at weakened joints, unless otherwise approved by the Village Engineer. The excavation under the sidewalk shall be backfilled with select material and the new sidewalk installed in accordance with the requirements set forth in § 171-4 of this chapter.
D. 
The contractor must also comply with Village specifications for the installation of water lines found in § 171-5 of this chapter.
A permit is required for:
A. 
Any excavation involving public utilities in the Village of Angola, irregardless of whether or not such excavation is in the public right-of-way.
B. 
Any excavation for any purpose within the public right-of-way. Any utility, contractor, or others found digging in violation of the above will, upon notification by the Village of Angola, be required to immediately cease their operations until such permit is procured. In addition, having once unearthed any public or private utility, such excavation will not be backfilled until inspected and approved by the Village of Angola. Contractors, utilities, and others doing so without permission of the Village of Angola will be required to reopen the excavation for Village inspection and approval at no cost to the Village.
