The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a Police officer or
official traffic control device.

The parking of vehicles is hereby prohibited
on all highways and streets within the Village of Angola between the
hours of 12:00 midnight and 7:00 a.m., beginning November 1 and ending
April 1 of each year.

A.
Parking of inoperable vehicles on all highways and
public parking lots within this Village for more than three hours
is prohibited.
B.
For purposes of this section, an "inoperable vehicle"
is a vehicle which, by reason of its mechanical condition or otherwise,
is incapable of being operated lawfully upon the highway.
No person shall park a vehicle upon any of the
streets or parts thereof described below, except at the angle designated:
