Commissioners of Deeds shall be appointed by the City and shall hold office for the term of two years from the date of their appointment and until others are appointed in their places. A vacancy occurring during the term for which any Commissioner shall be appointed shall be filled by the Council. The Council shall, at the end of every even-numbered year, by resolution, determine the number of Commissioners of Deeds to be appointed for the City of Auburn.
Such Commissioners of Deeds shall possess the powers and perform the duties of Commissioners of Deeds as provided by § 139 of the Executive Law of the State of New York.

Pursuant to General Municipal Law § 77-b, Subdivision 2, the City Manager is hereby delegated the power to authorize attendance at a conference, as defined in General Municipal Law § 77-b, Subdivision 1(c), of any officer or employee of the City or any person who has been elected to public office of the City for which the term of office has not commenced; provided, however, that there remain sufficient funds in the budget account established for that purpose.
