A. Parking meter zones, which are regulated by permits, meters and/or
kiosks, shall be located on City streets as follows:

B. Public parking lots and garages. Parking meter zones, which are regulated
by permits, meters and/or kiosks, are hereby established in public
parking lots and garages as follows:
(1) Municipal Parking Garage, located on the lower floor of the garage,
with entrance on Lincoln Street.
(2) Municipal Parking Lot No. 1 (Seward Lot): south side from William
Street to South Street, with entrances and exits on Lincoln Street.
(3) Municipal Parking Lot No. 2 (Memorial City Hall Lot) with entrances
and exits on Lincoln Street and Grover Street.
(4) Municipal Parking Lot No. 3 (Court Street Lot): located between 15
Court Street and 21 Court Street.
(5) Municipal Parking Lot No. 4 (Seminary Avenue Lot) with entrances
and exits on Seminary Avenue.
(6) Municipal Parking Lot No. 5 (Dill Street Lot) with entrances and
exits on Dill Street.
Unless otherwise specified, parking meters shall be in operation during hours coincidental with those hours specified for parking time limits in §
285-19 of this chapter, in the respective parking meter zones, unless parking, standing or stopping is otherwise prohibited during those hours.

A. Fifteen-minute meters. A fee of $0.10 for every 15
minutes is hereby established.
B. Two-hour and ten-hour meters. A fee of $0.50 for every
hour is hereby established. In all parking lots permitting parking
up to 10 hours, the fee shall be $0.50 per hour.
The parking meter repairman shall be responsible
for the installation, operation, maintenance, policing and supervision
of parking meters in this City.
A. Installation.
(1) Pavement markings shall be applied, where practicable,
outlining parking spaces in the parking meter zones established in
this article.
(2) Parking meters, either double or single, shall be
installed immediately adjacent to the parking spaces.
(3) No parking spaces shall be applied at, nor meters
installed adjacent to, locations where parking, standing or stopping
is prohibited pursuant to § 1202 of the Vehicle and Traffic
Law or this chapter or other law or ordinance of this City where parking
spaces are in conflict with such prohibitions.
B. Operation.
(1) Each parking meter shall operate so to indicate that
the appropriate fee has been deposited in such meter.
(2) Each parking meter shall display a signal indicating
the expiration of the time period associated with the deposit of fees.
The City Treasurer shall keep a record of the
collection of fees made from all parking meters in this City and shall
credit such fees to the general fund.
