The Village Board of Trustees may from time to time amend, supplement, change, modify or repeal this chapter, including the Zoning Map, by proceeding in the manner provided in this article.
A. 
The Village Board of Trustees, by resolution adopted at a stated meeting, shall fix the time and place of a public hearing on the proposed amendment and cause notice thereof to be given in the manner hereinafter provided in this section.
(1) 
By publishing a notice thereof not more than 20 and not less than 10 days prior to the date of hearing in one or more newspapers of general circulation published in the Village.
(2) 
By posting six copies of said notice in conspicuous places through the Village.
(3) 
Said notices shall state the general nature of the proposed amendment.
B. 
Whenever the owners of more than 50% of the frontage in any district or part thereof affected by a proposed change of this chapter or change of the Zoning Map shall present to the Village Board of Trustees a petition duly signed and acknowledged, requesting an amendment, supplement, change, modification or repeal of the regulations prescribed for or of the Zoning Map, including such district or part thereof, it shall be the duty of the Village Board of Trustees to hold a public hearing thereon and cause notice thereof to be given in the manner prescribed in Subsection A.
When a change of zone is made to permit the use of property for a particular project, in the event of the abandonment of such project, the Village Board of Trustees may, after public hearing, restore the property to its former zoning district or such other district as it may determine. The failure to obtain building permits within one year of the date of change of zone, or the failure to complete the project within two years after the issuance of building permits, may be deemed to be an abandonment.
