No person, firm or corporation shall construct, expand, maintain or operate a mobile home park within the Township without obtaining a mobile home park permit from Antrim Township and a valid permit from the Department of Environmental Protection if any such permit is required by that Department. Any person expanding his or her park by one or more spaces shall make a reapplication for a permit to Antrim Township and the Department of Environmental Protection.
The procedures for reviewing mobile home park plans shall be the same as for subdivision and land development plans in accordance with the provisions of this chapter. Unless specified in this article, the design standards and improvement requirements for mobile home parks shall be the same as for subdivision and land development projects in accordance with the provisions of this chapter.
Prior to the issuance of a mobile home park permit, plans shall be submitted to and approved by the Township in accordance with the requirements and procedures of this chapter and other applicable ordinances of Antrim Township.
The Board of Supervisors may grant a mobile home park permit for a period not to exceed 12 months from the date of approval of such permit, which shall be renewable every 12 months. The Board of Supervisors or its duly authorized representative shall inspect each mobile home park prior to granting an annual permit for conformance with the provisions of this chapter and any other applicable regulations. The permit shall be subject to supervision or revocation if the park is not in compliance with this chapter or any other applicable ordinances or regulations. The permit shall be nontransferable. The permit fee shall be established by the Township Supervisors.
It shall be incumbent upon the proprietor of a mobile home park to keep a register and to report therein the name of the person or head of family occupying each said mobile home, showing the date of entry on said land, the make and size of the mobile home, and the names of all persons living in said mobile home. Said register shall be subject to inspection periodically by the Board of Supervisors.
A. 
New mobile home parks shall contain at least 10 acres and shall contain a minimum of 10 mobile home spaces.
B. 
Individual mobile home lots located in a mobile home park shall contain at least 5,000 square feet of lot area and shall not be less than 50 feet wide at the building setback line exclusive of easements or right-of-way.
A. 
All mobile homes shall be located at least 35 feet from any street right-of-way which abuts a mobile home park boundary and at least 50 feet from any other boundary of the park. A twenty-foot green strip planted with screening, as defined in this chapter, shall be planted. The screening must attain a height of five feet within four years. The green strip shall be located within 20 feet from the street right-of-way or other boundary of the park.
B. 
There shall be a minimum distance of 25 feet between an individual mobile home and adjoining pavement of a park street or common parking area or other common areas.
C. 
No mobile home or patio on a mobile home lot shall be located closer than 10 feet to an internal lot line of the park.
All structural additions to mobile homes, other than those which are built into the unit and designed to fold out or extend from it, shall be erected only after a building permit has been obtained, and such additions shall conform to any building code of the Township, where applicable, or shall meet the standards of special regulations adopted with respect to such additions. The building permit shall specify whether such structural addition may remain permanently, or must be removed within a specified length of time after the mobile home is removed.
A. 
Park access. Each mobile home park shall be provided with at least two points of ingress and egress and a distance of at least 150 feet shall be maintained between center lines of access streets.
B. 
Lot access. All mobile home parks shall be provided with safe and convenient paved access streets to and from each and every mobile home lot. Alignment and gradient shall be properly adapted to topography.
C. 
Streets. All streets within any mobile home park shall be designed and improved as minor streets in accordance with §§ 125-45 and 125-54. The Board of Supervisors reserves the right to require curbs when warranted by topographic and related characteristics. All mobile home lots shall be given street numbers and all park streets shall be given names.

D. 
Intersections. Not more than two streets shall intersect at any point and a distance of at least 150 feet shall be maintained between center lines of offset intersections.
A. 
Off-street parking areas shall be provided in all mobile home parks for the use of park occupants and guests. Such areas shall be furnished at the rate of at least two vehicular parking spaces for each mobile home lot.
B. 
Each off-street parking space shall contain at least 200 square feet and shall not exceed a distance of 150 feet from the mobile home lot that it is intended to serve.
A. 
Mobile home facilities. No mobile home shall be placed in said park which does not contain a built-in bathroom with water closet, lavatory and shower or tub, kitchen and heating system, which are in working order.
B. 
Sewer and water. All mobile homes shall be connected to sewer and water systems approved by the Department of Environmental Protection and the Township Municipal Authority.
C. 
Electrical distribution. All mobile home parks shall have underground electrical distribution systems which shall be installed and maintained in accordance with the local electric power company's specifications regulating such systems.
D. 
Individual electrical connections. Each mobile home lot shall be provided with an approved disconnecting device and overcurrent protective equipment. The minimum service per outlet shall be 120/240 volts AC, 100 amperes.
E. 
Required grounding. All exposed noncurrent-carrying metal parts of mobile homes and all other equipment shall be grounded by means of an approved grounding conductor run with branch circuit conductors or other installed metallic wiring. The neutral conductor shall not be used as an equipment ground for mobile homes or other equipment.
F. 
Natural gas systems. Any natural gas system shall be installed and maintained in accordance with the regulations and specifications of the company supplying said natural gas.
G. 
Lighting. Each mobile home pad shall be required to provide one one-hundred-watt light-actuated lamp within the front yard or equivalent lighting as approved by the Township Supervisors.
H. 
Refuse and recyclables collection facilities. The developer shall provide a plan detailing central locations throughout the park for refuse and recyclables collection. Dempsey dumpsters or the equivalent may be used. The park owner is responsible for refuse collection. All refuse must be collected at least once a week.
I. 
Liquefied petroleum gas system. Liquefied petroleum gas systems provided for mobile homes, service buildings or other structures shall include the following:
(1) 
Systems shall be provided with safety devices to relieve excessive pressures and shall be arranged so that the discharge terminates at a safe location.
(2) 
Systems shall have at least one accessible means for shutting off gas. Such means shall be located outside the mobile home and shall be maintained in effective operating condition.
(3) 
All LPG piping outside of the mobile home shall be well supported and protected against mechanical injury. Undiluted liquefied petroleum gas in liquid form shall not be conveyed through piping equipment and systems in mobile homes.
(4) 
Any vessel containing liquefied petroleum gas shall be securely but not permanently fastened to prevent accidental overturning.
(5) 
No LPG vessel shall be stored or located inside or beneath any storage cabinet, carport, mobile home or any other structure unless such installations are specifically approved by the Township.
J. 
Fuel oil supply system. All fuel oil supply systems provided for mobile homes, service buildings and other structures shall be installed and maintained in conformity with the following regulations:
(1) 
All piping from outside fuel storage tanks or cylinders to mobile homes shall be securely, but not permanently, fastened in place.
(2) 
All fuel oil supply systems provided for mobile homes, service buildings and other structures shall have shutoff valves located within five inches of storage tanks.
(3) 
All fuel storage tanks or cylinders shall be securely placed and shall not be closer than 10 feet from any mobile home exit.
(4) 
Storage tanks located in areas subject to traffic shall be protected against physical damage.
(5) 
All fuel oil tanks, when applicable, shall be registered with the Commonwealth of Pennsylvania.
A. 
All mobile home parks shall provide not less than 10% of the total land area for usable open space purposes. Usable open space shall be so located as to be free of traffic hazards and should, where the topography permits, be centrally located and easily accessible to all park residents.
B. 
Exposed ground surfaces in all parts of every park shall be paved or covered with stone screenings and other solid material or protected with a vegetative growth that is capable of preventing soil erosion and the emanation of dust during dry weather.
C. 
Park grounds shall be maintained free of vegetation growth which is poisonous or which may harbor rodents, insects or other pests harmful to man.
A common walkway system shall be provided and maintained between locations where pedestrian traffic is concentrated. Such common walks shall have a width of four feet.
A. 
A dry chemical fire extinguisher, not less than 10 pounds in capacity, shall be provided in each mobile home. In addition a fire extinguisher shall also be provided in each public service building. All fire extinguishers shall be in operable condition.
B. 
Each mobile home lot may be provided with a concrete slab which shall be at least four inches thick on a stable surface no larger than 10 feet by 30 feet in size for use as a patio and so located so as to be adjoining and parallel to the mobile home.
C. 
Individual tenants at the mobile home park may construct attached enclosures or covered patios to individual mobile homes, provided that each enclosure does not exceed the slab area noted in this section and is confined to the same.
D. 
An enclosure of compatible design and material shall be erected around the entire base of each mobile home. Such enclosure shall provide sufficient ventilation to inhibit decay and deterioration of the structure.
E. 
No automobile without a current inspection sticker shall be parked or allowed to remain in a mobile home park, and no major automobile repairs shall be made in the park.
A. 
In each mobile home park, the permittee or duly authorized attendant or caretaker shall be in charge at all times to keep the mobile home park, its facilities and equipment, in a clean, orderly, safe and sanitary condition.
B. 
Within a mobile home park, one mobile home may be used as an administrative office. Other administrative and service buildings, housing sanitation and laundry facilities, or any other such facilities shall be of permanent structure complying with all applicable ordinances and statutes regarding buildings, electrical installations and plumbing and sanitation systems.
C. 
Service buildings shall be well lighted at all times and shall be constructed of such moistureproof material, including painted woodwork as shall permit repeated cleaning and washing and shall be maintained at a comfortable temperature. The floors of service buildings shall be of water-impervious material.
D. 
No building shall be located closer than 20 feet from any mobile home.
E. 
All service buildings and the grounds of the park shall be maintained in a clean, sightly condition and kept free from any condition that will menace the health of any occupant or the public or constitute a nuisance.
A. 
Every mobile home shall be anchored to prevent uplift or overturning of the mobile home.
B. 
Every mobile home shall be firmly anchored to withstand a lateral wind pressure of 15 pounds per square foot.
C. 
The dead-load-resisting moment of a mobile home shall not be less than 1 1/2 times the overturning moment due to wind and other lateral forces. The foundation and superimposed earth loads may be included provided that the anchorage is sufficient to develop these weights. The Township Engineer shall determine the sufficiency of the method of anchorage.
The sale of mobile homes on the premises by the owner of the mobile home park or his or her representative shall be allowed only where the following conditions are met:
A. 
Mobile home sales must be permitted in the particular zone in which the mobile home park is located.
B. 
The mobile home sales shall be clearly defined and separate from the park area. Separate entrances and exits shall be maintained for both the mobile home sales lot and the mobile home park.
C. 
The mobile home sales lot shall be separated from the park by an adequate natural or artificial barrier. A natural barrier shall reach the required height of five feet in at least four years.
The fee schedule for filing a preliminary and final plan shall be in accordance with this chapter.
