The Stratford Municipal Resource Recovery Authority
is established by the Town Council of the Town of Stratford, pursuant
to Connecticut General Statutes, Chapter 103b, to have all the powers
and duties of a municipal authority pursuant to Connecticut General
Statutes, Chapters 446d and 446e, and the powers described in the
Connecticut General Statutes, Chapter 103b, § 7-273bb.
The membership of said Authority shall consist
of 11 individuals, who shall serve without compensation. All members
of said Authority shall be appointed by the Town Council of the Town
of Stratford and shall be members of the Stratford Town Council at
the time of their appointment.
The terms of office of the membership of said
Authority shall be as follows:
A. The First, Second, Third and Fourth Councilmanic District
members shall initially hold office for a period of three years from
the effective date of this article. Thereafter, the members from said
districts shall hold office in the Authority for a period of three
years from the date of appointment.
B. The Fifth, Sixth, Seventh and Eighth Councilmanic
District members shall initially hold office for a period of two years
from the effective date of this article. Thereafter, the members from
said districts shall hold office in the Authority for a period of
three years from date of appointment.
C. The Ninth and Tenth Councilmanic Districts and the
Councilman-at-Large shall initially hold office in the Authority for
a period of one year from the effective date of this article. Thereafter,
the members from the Ninth and Tenth Councilmanic Districts and the
Councilman-at-Large shall hold office in the Authority for a period
of three years from the date of appointment.
In the event that any member of the authority
resigns his membership, or his membership shall become vacant for
any reason whatsoever, the vacant membership shall be filled by the
incumbent councilman in his district; or, if none exists, by the next
succeeding councilman in said district. In the event that the Councilman-at-Large
resigns his membership on the Authority, or his membership shall become
vacant for any reason whatsoever, the vacant membership shall be filled
by the incumbent Councilman-at-Large; or, if none exists, by the next
succeeding Councilman-at-Large.
A member of the Authority may be removed from
office by the Stratford Town Council only for misfeasance or nonfeasance
in the performance of the official duties of his office. In such event,
the Council must state, in writing, the reasons for removal and must
afford the member a public hearing before the Council, and such removal
shall be effective only if approved by an affirmative vote of seven
members of the Council.
