For the purposes of this Article VIII, the following terms shall have the meanings indicated:
DOMESTIC PETS
Refers to dogs and cats.
A. 
Upon receipt of complaint concerning the number of domestic pets, the Animal Control Officer and the Health Department Sanitarian shall investigate.
B. 
Should the investigation reveal one or more of the following conditions, actions shall be taken to eliminate the condition(s).
(1) 
Malnourished domestic pets.
(2) 
Domestic pets requiring medical attention.
(3) 
Excessive noise from domestic pets.
(4) 
Loose domestic pets.
(5) 
Unsanitary conditions.
(6) 
Accumulation of feces.
(7) 
Foul odors.
C. 
Actions can consist of but are not limited to the reduction of the number of domestic pets, enforcement of animal control ordinances and statutes, enforcement of the Connecticut Public Health Code.
D. 
The owner(s) of the domestic pets shall have the right to appeal the orders of the Animal Control Officer and the Director of Health.
(1) 
The appeal will be before the Senior Animal Control Officer, the Director of Health and others as deemed appropriate.
(2) 
The appeal request may be in writing or via telephone or in person.
(3) 
The appeal must be made within three business days of receipt of order.
(4) 
The appeal decision must be mailed no later than seven business days after the hearing.
