It shall be unlawful for any person operating
or in charge of a motor vehicle to leave it unattended on any street,
alley, used car lot or unattended parking lot without stopping the
engine, locking the ignition and removing the keys.
Whenever any police officer of the Town shall find any motor vehicle standing in violation of the provisions of §
154-12, the officer shall attach to the vehicle a summons stating that such registered owner of the vehicle is in violation of this article.
In each criminal matter charging a violation
of Sections 14-229, 14-145 or 53-57 of the Connecticut General Statutes,
the owner, operator or person in charge of the motor vehicle involved,
if determined to have violated this article, will be charged with
the violation of this article.
An unattended motor vehicle found in violation of §
154-12 shall be prima facie evidence of the violation of such subsection by the registered owner of the motor vehicle so found.
Section
154-12 shall not apply to any motor vehicle owned by the Town or owned by any public service company and being used for emergency, maintenance or construction operations by the public service company in the Town.
Any person violating this section shall be fined
