No person shall throw or place snow or ice onto
a public way unless authorized by the Highway Surveyor.
The Highway Surveyor is hereby authorized to
remove or cause to be removed to some convenient place, including
in such term a public garage, any vehicle interfering with the removing
or plowing of snow or the removing of ice from any public way and
to impose liability for the cost of such removal and the storage charges,
if any, resulting therefrom upon the owner of such vehicle.

Any person who shall throw or place snow or
ice upon any public way in violation of this article or who shall
fail to remove any vehicle interfering with the removal or plowing
of snow or ice from a public way shall be subject to a fine not in
excess of $300 for each offense.
