There shall be established in the Borough a Board of Health which shall consist of six members, who shall be residents and legal voters within the Borough.
The members of the Board of Health shall be appointed by the Mayor with the consent of the Council for such terms as the Mayor and Council, by resolution, may fix, and not exceeding four years, and any vacancy in the membership of the Board shall be filled for the unexpired time only by the Mayor and Council in the manner aforesaid.
The Board of Health so created may organize in the manner provided by law and shall meet at such times and places as shall be deemed expedient in regard to public health within the Borough, and the Board shall keep a record of the proceedings of the Board in a book suitable for that purpose, which shall be the property of the Mayor and Council, and the Board shall make monthly reports of all proceedings to the Council.
The Board of Health shall have power to prepare and upon approval of the Mayor and Council shall adopt a code to be entitled "The Sanitary Code of the Borough of Franklin."
