Appointment of members; term; vacancies. The Board
shall consist of seven members appointed by the Mayor who shall be
designated "Commissioners" and who shall be residents of the Township.
All appointments shall be for a term of five years staggered so that
the term of at least one Commissioner and not more than two Commissioners
shall expire in each year. All vacancies shall be filled for the unexpired
term only. Commissioners shall serve until their successors are appointed
and qualify, and they shall receive no compensation for their services.
The Township Committee may appoint up to two alternate
members to the Board. Alternate members shall be designated at the
time of appointment as "Alternate No. 1" and "Alternate No. 2." The
length of the terms of the alternate members shall be for a term of
five years. However, the terms shall be staggered so that they do
not both expire in the same year, but rather shall expire in two consecutive
years. A vacancy occurring otherwise than by expiration of term shall
be filled by the Township Committee for the unexpired term only.
No alternate member shall be permitted to act on any
matter in which the alternate has either directly or indirectly any
personal or financial interest. An alternate member may, after public
hearing if he requests one, be removed by the Township Committee for
cause.
Alternate members may participate in discussions of
the proceedings but may not vote except in the absence or disqualification
of a regular member of the Board. A vote shall not be delayed in order
that a regular member may vote instead of an alternate member. In
the event that a choice must be made as to which alternate member
is to vote, Alternate No. 1 shall vote.
Attendance. Any regular or alternate member who attends
less than 2/3 of the meetings for any calendar year may be discharged
from the Board by resolution of the Township Committee, and, in this
event, a successor shall be appointed to serve for the unexpired term.
In January of each year, the members of the Board
shall annually elect from their own number a Chairperson and Vice
Chairperson. They may appoint a secretary and employ such other assistants
as they may deem necessary within the limits of budget appropriations.[1]
The Board of Parks and Recreation Commissioners shall
meet regularly at least once each month in connection with the performance
of its duties and for the consideration of matters affecting public
parks in the Township. It shall adopt rules and regulations for the
purpose of facilitating the work of the department and for the purpose
of regulating the conduct of the meetings of the Board.
From time to time the Commissioners shall formulate
plans for the development and improvement of the public park and playground
lands now or hereafter owned by the Township and formulate rules and
regulations for the public use of park and playground lands and improvement
thereof. All recommendations of the Commissioners involving the expenditure
of moneys shall be submitted to the Township Committee prior to the
introduction and formal consideration of the annual budget.
