This chapter shall be known and may be referred to as the "Administrative Code of the Township of Medford (1980)."
For the purposes of this chapter and in the interpretation and application of all other ordinances and resolutions heretofore or hereafter adopted by the Township, except as the context may otherwise require, the following terms shall have the meanings indicated:
CHARTER or TOWNSHIP CHARTER
Council Manager Plan E of Chapter 210 of the New Jersey Laws of 1950, also known as N.J.S.A. 40:69A-1 et seq., as amended and supplemented, and any and all general laws (as therein defined) which are or may be applicable to the Township.
CLERK or TOWNSHIP CLERK
The Municipal Clerk duly appointed pursuant to the Charter.
CODE
This chapter, as may be hereafter amended and supplemented.
DEPARTMENT
An organization unit or group of organization units of the Township government, established or designated as a department by this chapter.
DIRECTOR
The administrative head of a department, regardless of his title.
EMPLOYEE
An individual who is employed by the Township of Medford on a full- or part-time basis at the department level or below, being generally those individuals employed pursuant to Articles VII through XIV, inclusive, herein, and whose compensation is fixed by the General Salary Ordinance of the Township,[1] and who is appointed by the Manager. For purposes of this chapter, the Township Manager, Deputy Manager, if any, and Township Clerk and Deputy Clerk shall be considered "employees." At the time of hiring or designating an individual for employment, the Manager and/or Council shall designate whether or not an individual is to be considered an "employee" pursuant to this definition.
GENERAL LAW
Any law or provision of law, not inconsistent with the Charter, heretofore or hereafter enacted, which is by its terms applicable or available to all municipalities, and the following additional laws, whether or not such additional laws are so applicable or available to all municipalities: legislation relating to taxation, local courts, education, health, public authorities serving more than one municipality and municipalities in unsound financial condition.
GOVERNING BODY
The Municipal Council created and constituted pursuant to the Charter.
MANAGER
The Township Manager, Deputy Manager or Acting Manager appointed and serving pursuant to the Charter or this chapter.
MONTH
A calendar month, unless otherwise specifically provided.
OFFICIAL or OFFICER
Members of the Township Council, all members of the advisory boards, committees and commissions appointed pursuant to Article V herein, and professional consultants appointed pursuant to Article IV herein, who shall not be considered "employees." For purposes of this chapter, the Township Manager, Deputy Manager, if any, Township Clerk and Deputy Clerk shall be considered "officials" or "officers" of the Township, as well as employees.
PERSON
Any corporation, firm, partnership, association, organization or other entity, as well as an individual.
TOWNSHIP or MUNICIPALITY
The Township of Medford, in the County of Burlington and State of New Jersey, as governed by the provisions of the Charter.
YEAR
The calendar year, unless otherwise specifically provided.

For the purposes of this chapter and any other ordinances heretofore or hereafter adopted, except as the context may otherwise require:
A. 
The present tense includes the past and future tenses, and the future, the present.
B. 
The masculine gender includes the feminine and neuter.
C. 
The singular number includes the plural number, and the plural, the singular.
D. 
The time within which an act is to be done shall be computed by excluding the first and including the last day, and if the last day be a Sunday or legal holiday, that day shall be excluded.
E. 
"Writing" or "written" includes printing, typewriting, duplicating, and other visual mode of reproducing words or figures on paper or paper-like material which is in general use.
