There shall be a Department of Administration, the head of which shall be the Township Clerk under the direction and supervision of the Manager. The Municipal Clerk shall be appointed by the Council and shall, prior to appointment, be qualified by training and experience to perform the duties of office. The Township Clerk shall be appointed for a term of three years and shall receive such compensation as shall be provided by ordinance. The Township Clerk may be the same person who holds the office of Township Manager or the office of Deputy Manager, if the same be provided for by Council.

The Manager shall appoint a Deputy Township Clerk, who shall perform the functions and exercise the powers and duties of the Township Clerk in the absence of or upon the direction of the Township Clerk. The Deputy Township Clerk shall also perform such functions and exercise such powers and duties as may be directed by the Manager. The Deputy Clerk shall be a part of the Department of Administration.
A. 
The Township Clerk shall:
(1) 
Serve as Clerk of the Council, keep its minutes and records of its proceedings, maintain and compile its ordinances and resolutions as required by the Charter and/or this chapter. The minutes of each meeting of the Council shall be signed by the Mayor or other officer presiding at the meeting and by the Clerk.
(2) 
Have custody of the Township Seal and affix it to such books, papers and documents as may be authorized and required pursuant to law.
(3) 
Execute all ordinances and all resolutions of a permanent character in books to be provided for that purpose. After the passage of each ordinance, he shall also publish, seal and certify the proof of publication thereof as required by law. Each ordinance and resolution so signed shall be also signed by the Mayor and the Clerk, who shall attest that it was duly adopted upon the date stated, and when so signed, the copy shall be deemed to be a public record of the ordinance or resolution. Any omission by the Clerk or the Mayor to seal, sign or certify as herein required shall not impair or affect the validity of any ordinance which has been duly adopted.
(4) 
At the close of each year, with the advice and assistance of the Township Attorney, bind, compile or codify all the ordinances and resolutions, or true copies thereof, which then remain in force and effect. He shall also properly index the record books, compilation or codification of ordinances and resolutions.
(5) 
Have and take custody of all official books, papers and documents of the Township for which no other repository is provided by Charter or ordinance, and preserve and keep them safely.
(6) 
Administer the licensing provisions of the Township ordinances where no other provision is made for administration thereof, and promptly remit to the Tax Collector all fees received in connection therewith.
(7) 
Issue certificates as to liability for assessment for municipal improvements in accordance with provisions of Laws of 1946, Chapter 269 (N.J.S.A. 54: 5-18.1 et seq). Prior to the issuance of any such certificate, he shall obtain the countersignature of the Director of the Department of Public Works, which shall indicate that to the best of his knowledge, information and belief, the certificate is correct.
(8) 
Perform all of the functions required of Township clerks by the General Election Law (Title 19 of the Revised Statutes of the State of New Jersey) and any other state law or ordinance and receive for Township use the fees prescribed therefor.
B. 
The Township Clerk shall have such other, different and additional functions, powers and duties as may be prescribed by law or ordinance.
The salary established for the Township Clerk shall be in lieu of any and all other fees to which the Clerk may be entitled by statute, law or ordinance. All fees prescribed to be collected by the Clerk shall be forthwith deposited with and for the benefit of the Township.
