A. 
There shall be a Department of Public Works, the head of which shall be the Director of the Department of Public Works, and in which said Department there shall be the Division of Streets and Roads, the Division of Land and Buildings, the Division of Vehicles and Motorized Equipment and the Division of Sanitation.
B. 
The Director of the Department of Public Works shall be the Manager or shall be appointed by the Manager for an indefinite term, subject to suspension or removal by the Manager, and shall receive such compensation as shall be fixed from time to time by General Salary Ordinance.[1] He shall be qualified by training and experience for the duties of his office. He shall be subject to the direction and supervision of the Manager and shall be responsible for the proper and efficient conduct of all public property functions of the Township government and shall supervise and direct the work of the Department, including the supervision and/or maintenance of Departmental records and the enforcement of standards and procedures for the control, use and care of all Township-owned equipment, materials and supplies in the custody of the Department.

Within the Department of Public Works, there shall be a Division of Streets and Roads. The Division shall be responsible to:
A. 
Construct, reconstruct, repair and otherwise maintain all public streets, roads, boulevards, alleys, circles, courts and public rights-of-way of the Township of Medford.
B. 
Construct, reconstruct, repair and otherwise maintain all sidewalks, curbs, catch basins, drainage pipes and other street appurtenances not otherwise the responsibility in whole or part of the adjacent property owner as provided in Chapter 129 of the Code.

C. 
Use best efforts to clear Township streets and roads from obstructions to travel, including snow, ice, limbs and other debris.
D. 
Construct, reconstruct, repair and otherwise maintain public parking areas.
E. 
Perform such additional services as may be required under the supervision and direction of the department head and Manager.
Within the Department of Public Works, there shall be a Division of Land and Buildings. The Division shall be responsible to:
A. 
Construct, reconstruct, repair and otherwise maintain any municipal parks, greens, gardens, memorials, fields, lots or other landscaped or natural areas of the Township of Medford.
B. 
Construct, reconstruct, repair and otherwise maintain any sheds, garages, storage buildings, office buildings, shops or other structures of the Township of Medford.
C. 
Plant, trim, prune and otherwise care for shade trees, bushes, hedges and other ornamental vegetation at the nursery, along rights-of-way and on any municipal property.
D. 
Provide custodial and janitorial services for all real property of the Township of Medford, as needed.
E. 
Perform such additional services as may be required under the supervision and direction of the department head and Manager.
Within the Department of Public Works, there shall be a Division of Vehicles and Motorized Equipment. The Division shall be responsible to:
A. 
Keep current an inventory of all Township-owned vehicles and motorized equipment.
B. 
Inspect, repair and otherwise maintain all vehicles and motorized equipment owned or operated by the Township, except said vehicles or equipment as directed by the Manager to be maintained in another manner.
C. 
Assist in the preparation of bid specifications for the purchase or lease of vehicles or motorized equipment.
D. 
Remove from active service any vehicle or motorized equipment deemed to be unsafe to drive or to operate by virtue of failure to meet inspection standards or for any other good reason until said vehicle or motorized equipment is repaired to a safe standard.
E. 
Perform such additional services as may be required under the supervision and direction of the department head and Manager.
Within the Department of Public Works, there shall be a Division of Sanitation. The Division shall be responsible to:
A. 
Provide a system to collect and dispose of solid waste.
B. 
Assist the recycling coordinator to coordinate a mandatory recycling program for paper, glass, aluminum and other recyclable products as determined by the Township.
C. 
Administer regulations concerning the closed municipal landfills within the Township.
D. 
Perform such additional services as may be required under the supervision and direction of the department head and Manager.
