A. 
There shall be a Department of Municipal Utilities, the head of which shall be the Director of the Department of Municipal Utilities, and in which said Department there shall be the Division of Water and the Division of Wastewater.
B. 
The Director of the Department of Municipal Utilities shall be the Manager or shall be appointed by the Manager for an indefinite term, subject to suspension or removal by the Manager, and shall receive such compensation as shall be fixed from time to time by the General Salary Ordinance.[1] The Director shall be qualified by training and experience for the duties of the office. The Director shall be subject to the direction and supervision of the Manager and shall be responsible for the proper and efficient conduct of all municipal utility functions of the Township government and shall supervise and direct the work of the Department, including the supervision and/or maintenance of Department records and the enforcement of standards and procedures for the control, use and care of all Township-owned equipment, materials and supplies in the custody of the Department.

Within the Department of Municipal Utilities, there shall be a Division of Water. The Division shall be responsible to:
A. 
Construct, reconstruct, repair and otherwise maintain all potable wells and other potable water sources, all transmission lines and all storage facilities of the utility system unless the responsibility for said construction, reconstruction, repair or maintenance is specifically provided for by other law, ordinance, regulation or covenant.
B. 
Keep an accurate account of all water used and assist the Department of Finance to prepare regular customer billings and to collect fees and charges when due.
C. 
Administer all tests required by the state and other lawful authorities and report regularly according to the terms and conditions of the licenses and permits held.
D. 
Perform such additional services as may be required under the supervision and direction of the department head and Manager.

Construct, reconstruct, repair and otherwise maintain all wastewater transmission lines, pumping stations, manholes and the wastewater treatment plant unless the responsibility for said construction, reconstruction, repair or maintenance is specifically provided for by other law, ordinance, regulation or covenant.
B. 
Assist the Department of Finance to prepare regular customer billings and to collect fees and charges when due.
C. 
Administer all tests required by the state and other lawful authorities and report regularly according to the terms and conditions of the licenses and permits held.
