As used in this chapter, the following terms
shall have the meanings indicated:
ASHES
The residue from fires used for cooking and for heating buildings.
COMBUSTIBLE RUBBISH
Tree branches, leaves, grass and hedge clippings and similar
garden refuse, wood and any combustible household refuse not otherwise
classified.
GARBAGE
Waste from the preparation, cooking and consumption of foods;
market refuse; waste from the handling, storage and sale of produce;
paper, cartons and wooden boxes and barrels; empty glass bottles;
small tin cans, rags and miscellaneous combustible household trash.
Garbage, ashes, combustible rubbish and noncombustible
rubbish shall each be placed and maintained in separate receptacles
or as hereinafter provided.

A. All kitchen food refuse shall be drained of surplus
liquid and shall be securely wrapped in paper and deposited promptly
in approved garbage containers.
B. Newspapers and magazines shall be securely tied in
bundles not heavier than 40 pounds nor more than four feet in length
and 18 inches in diameter.
C. Leaves, grass clippings, similar garden refuse, dirt
and small stones shall be placed in approved rubbish containers, except
that leaves may be placed on the street during periods prescribed
in the months of October and November for leaf collection by the village
leaf-removal equipment.

A. Containers with garbage should be placed at the rear
of the premises and shall not be kept or placed upon the street, sidewalk,
other public place nor upon the front yard of the premises.
B. Containers with rubbish shall be placed at the curb
or near the front property line of the premises, preferably near the
driveway entrance, or at such other location as may specifically be
approved by the Department of Public Works, before 7:30 a.m. on the
designated collection day but not earlier than 12 hours prior thereto,
and shall not be placed upon the street or sidewalk. After collection,
empty rubbish containers shall be promptly removed from the collection
point.

Collection of the several classes of refuse,
as herein defined, shall be made with such frequency and on such days
and at such hours as may from time to time be established by the Director
of Public Works.

The Board of Trustees may, from time to time, by resolution,
establish fees for special sanitation removal for commercial establishments
which have an excess accumulation of waste. An excess accumulation
of waste is defined as collection of more than one 1 1/2 cubic
yard container (dumpster) or 10 thirty-gallon acceptable waste containers
or bags per week.

All unpaid charges or fees for special collections or special
sanitation removal imposed on or after June 1, 2009, including any
penalties or interest not paid by May 20 of each year, may be assessed
against the benefitted properties and be added to the Village tax
roll. Upon being transferred to the tax roll, an administrative charge
in the amount of 10% of the outstanding unpaid amount shall be added.
