No person shall commence or carry on the grading or paving of any street or highway in the village or the construction of any street or highway improvements, sidewalks, curbs or gutters, except as hereinafter provided in § 178-13, unless such person or persons shall first obtain a permit therefor from the Board of Trustees, signed by the Mayor of the village and countersigned by the Clerk.
This Article shall not apply to the construction, repair or replacement of existing sidewalks, nor to any construction beyond the limits of any mapped street or highway, nor to any construction or other work upon any portion of any county highway which shall be under the supervision of the County of Nassau or any department thereof, nor to any construction, repair or other work on any street or highway by the village or any department thereof or by a contractor under any valid contract with said village.
No such permit shall be granted unless the person or persons, firm or corporation applying therefor shall:
A. 
Either obtain plans and specifications for such work from the Director of Public Works of the village or file plans and specifications therefor with and obtain the approval thereof by the Director of Public Works of the village.

B. 
Pay to the village an inspection fee in such amount as determined from time to time by resolution of the Board of Trustees.

C. 
For paving of any type, deposit with the village a sum as determined from time to time by resolution of the Board of Trustees, said deposit to be applied by the village to the correction of any defects or to completion of the project in a workmanlike manner in accordance with approved specifications, and to be refundable only upon such completion and upon filing with the village the required pavement maintenance bond.

The provisions of this Article are intended to supplement and not to supersede any existing ordinances, rules and regulations of the village and the Director of Public Works thereof with respect to the construction or installation of street improvements and the acceptance of privately owned streets as village streets.
