The Board of Trustees hereby finds and determines
that in order to lessen congestion in the streets, protect the public
safety by preventing undue hazard to vehicular and pedestrian traffic,
serve the public convenience and aid in bringing about the most appropriate
use of land, it is necessary that space be provided for the safe and
convenient off-street parking of all motor vehicles used in connection
with all uses of land and buildings in the Village. In furtherance
of this purpose, it is hereby declared to be the policy of the Village
that for residential and institutional uses and uses involving public
assembly, such space shall be provided in connection with and appurtenant
to such uses, and that for commercial and industrial uses, such space
shall be provided in municipal parking fields to an extent that is
consistent with sound development and municipal economy, and that
space which is needed in accordance with the aforesaid purpose in
addition to that which is contained in such fields shall be provided
in connection with and appurtenant to the establishment or enlargement
of the uses needing the same.

Off-street parking and loading space shall comply with the following regulations in addition to those specified elsewhere in this Article and in Article
V:
A. All off-street parking space in any R District shall
be provided on the same plot with the use to which it is appurtenant,
shall be either completely enclosed or completely unenclosed and shall
be provided with safe and convenient access.
B. Unless provided in a completely enclosed garage attached to the principal building and conforming to all the regulations thereto, all automobile parking space required by this chapter on any plot in an R District, whether enclosed or unenclosed, shall be located in conformity with the regulations for the location of accessory buildings as provided in §
200-52, subject, however, to any modifications which may be set forth by the Board of Appeals in granting the approval for an office, studio or occupational room pursuant to Article
V.
C. The total area of driveway and/or parking area, whether comprised
of pervious or impervious material, in the front yard of a plot shall
not exceed the amount of square footage derived by multiplying the
required setback in feet by the multiplier indicated below, provided
that at the point of entry, the width shall be no greater than 18
feet:

D. Parking and storage of motor vehicles.

(1) Motor
vehicles may only be parked or stored in garages, driveways and/or
parking areas on any plot in an R District in the Village.
(2) No
motor vehicle shall be parked or stored on any lawns, grass-covered
areas or bare soil areas on any plot in an R District in the Village.

A. No use shall be maintained in the Village unless off-street parking spaces as specified in §
200-62.1 of this Article are provided and a parking plan has been approved by the Board of Trustees. In any multiuse facility, the number of required parking spaces shall be the sum of the requirements for all uses in the facility.
B. When a building, or part thereof, is to be expanded or altered so as to increase the gross floor area, or change the use thereof, off-street parking as specified in §
200-62.1 shall be provided, and a parking plan shall be approved by the Board of Trustees.
C. Waiver of parking requirements.
(1) Municipal parking within 300 feet of the building
may be used to satisfy all or part of the parking requirements, subject
to the approval of the Board of Trustees in connection with site plan
and/or parking plan approval. Before approving any waiver of parking
requirements pursuant hereto, the Board of Trustees shall find that
such waiver will not:

(a)
Cause undue congestion on adjoining streets;
(b)
Limit the accessibility of the property for
fire and police protection; and
(c)
Be detrimental to the neighborhood.
(2) Prior to making such findings and granting any waiver
pursuant hereto, the Board of Trustees may require the applicant to
submit traffic and/or parking studies prepared by recognized experts
and may request advisory reports from the Village Traffic Commission,
Police Commissioner, Fire Chief or other Village officials or agencies.
Requested advisory reports shall be submitted within 30 days. The
Village may charge a fee for review of such reports and studies not
to exceed $5,000.
D. Notwithstanding the requirements herein, whenever
a building existing at the time of the adoption of this article shall
be structurally altered or added to in an amount less than 10% of
its total floor area, only that portion of the area of the existing
building which has been structurally altered or added to need comply
with the foregoing off-street parking requirements.
E. The applicant shall cause a parking plan to be prepared
by a licensed engineer, licensed architect or licensed landscape architect
at a scale sufficient in size to permit adequate review as determined
by the Board of Trustees. Said plans shall show the location, layout,
design and arrangement of all off-street parking and loading spaces,
including ingress and egress, curb cuts, size of such spaces, width
of circulation aisles and distances from property lines.
F. All off-street parking shall consist of parking spaces
having a direct means of access thereto from the public street, all
paved to specifications of the Village.
G. All off-street parking spaces shall be at least nine
feet wide by 20 feet long. The Board of Trustees, as part of its site
plan and/or parking plan review, may vary the size of off-street parking
spaces to provide for small-car parking.
H. All off-street parking spaces shall be on or below
ground level.
