Every application for a building permit shall
be accompanied by a plat in duplicate, drawn to scale, showing the
actual dimensions of the plot to be built upon, the size of the building
to be erected, the location of the building on the plot and such other
information as may be necessary to provide for the enforcement of
the regulations contained in this chapter. A record of such applications
and plats shall be kept in the office of the Building Department.
No land shall be occupied or used and no building
or structure hereafter erected or altered so as to affect the front,
side or rear yard thereof shall be occupied or used in whole or in
part for any purpose whatsoever until a certificate of occupancy shall
have been issued by the Building Official. No such certificate shall
be issued unless the building and the intended use thereof or the
intended use of land complies with all the provisions of this chapter.
No change, extension or alteration of a nonconforming use or structure
shall be made until an application for a permit to make such change,
extension or alteration shall have been approved by the Building Official.

After the Building Official has issued a permit,
other than occupancy or temporary permits, or after the Board has
varied any provisions of this chapter, the permit so issued or the
variance so granted shall lapse after the expiration of one year if
no substantial construction has taken place in accordance with the
plan or plans for which such permit was issued or variance granted,
and a new permit or variance shall be obtained before the construction
is started, except that, after notice and public hearing and a finding
that the delay is due to reasonable cause and an additional fee has
been paid to the Village in such amount as determined, from time to
time, by resolution of the Board of Trustees, the Board of Appeals
may grant an extension of such permit or variance for an additional
period not exceeding one year.
